It is highly necessary to undertake the comprehensive environmental impact assessment on surface subsidence because large areas of surface subsidence from the coal-mining activities bring a series of environmental problems. This paper selected Yangliu coal-mining site as a research object. Based on the analysis of relative Information and the field investigation, the morphological characteristics of surface subsidence and the direct environmental impact from the subsidence are discussed. The author designed the comprehensive environmental impact assessment system of mining area and researched on ecological restoration of subsidence area. This paper offers directions for the coal mine design construct and helps to reduce the environmental impact. This research is instructive to promote the sustainable development in the Huaibei mine area, and therefore a healthy environmental quality in mining area can be realized.The natural factors, the social factors and the coal mine characteristic factors are considered comprehensively in this research. According to analysis of the assessment indicator system structure and its constructing principle, the function and the method, followed the principles of indicators selecting, comprehensive environmental impact evaluation indicator system of surface subsidence in Yangliu mine site is established. This indicator system can be used in the assessment of comprehensive environmental impact caused by the surface subsidence of coal-mining site. With applying the fuzzy mathematics knowledge, membership function of the environmental impacts of mine site indexes are established, and the indicators value are also figured out by membership function. Using Expert Evaluation Method and Analytical Hierarchy Process (AHP), the weight of the indicators are definite. The fall of ground of Yangliu coal-mining site are forecasted by the probability integration method. Based upon the research above, the author synthetically appraises the surface subsidence of the Yangliu coal-mining site with fuzzy comprehensive evaluation method. Evaluation results show that the overall influence degree is medium. Based on the discussion of the objective, principle, theoretical basis, models and measures of ecological restoration of subsidence area, the ecological restoration and management of the subsidence area of Yangliu coal-mining site are planed and designed. According to the prediction results of surface subsidence and related factors, the final subsidence area could be classified as 3 different areas: regionalization of farming restoration, regionalization of gangue refill, regionalization of aquaculture. The feasibility analysis shows that the planning project is available.
