Petroleum and petro-chemicals industries are large scale state-owned enterprisesand the vital material basis for the social and economic development. However, due tothe characteristics of large-scale production and extremely-complex,petroleum andpetro-chemicals are obviously enterprises with high risk. Recently, petroleum andpetro-chemicals accidents have become issues. It motivated this study to investigate thefactors behind the accidents, and to suggest the possible solutions to cope with theproblems. The role of management in establishing a safe workplace perception and safebehaves remains a topic that receives less attention in the literature than it deserves. It isof great importance to establish and perfect management systems so as to make surethat the production can go on safely. The main contents and conclusions are listed briefly as following:1. The hypothesis was proposed about the effects of impartial management, organization politics and manager safety support on safety perception in order toimprove staff’s safety perception in petroleum and petro-chemicals and reduce unsafebehavior.Questionnaire method is applied to survey the primary factors affectingpetroleum and petro-chemicals industry safety perception. The received questionnairesinitially were filtered from validity and integrity, and then examined the reliability ofthe qualified questionnaire by SPSS17.0software. The internal consistency of the jobsafety perception reaches a Cronbach α value of0.865.The data of job safetyperception passing reliability test are analyzed by SPSS17.0software using factoranalysis and cluster analysis, and four dimensions as follows are summed up: worksafety perception, equipment、 environment in workplace and co-worker safety perception, supervisor safety perception, management safety perception.2. The Cronbach Alpha coefficient of Reliability Test is chosen to judge thecredibility of survey results. The Cronbach α value of reliability test in organizationpolitics reaches0.759, the Cronbach α value of reliability test in impartial managementreaches0.759, the Cronbach α values of reliability test in manager safetysupport(include workshop supervisor safety support and team leader safety support)reach0.824and0.871,, from which it can be seen that the survey results are absolutelycredible.3. The effects of impartial management, organization politics and manager safetysupport on safety perception is studied through AMOS software. The results show thatmanager’s safety support and impartial management have a directly positive impact onperception of safety; impartial management has an outstanding positive influence onmanager’s safety support, organization politics has a directly negative influence onmanager’s safety support and impartial management and safety perception.Based on the previous analysis, the study suggest that managers of the petroleumand petro-chemicals enterprises should be devoted to reduce organization politics, set agood example for staff, make decisions fairly so as to ensure a safe and healthyorganizational climate. Thereby, the petroleum and petro-chemicals enterprises canimprove safety perception, prevent and control accidents initiatively from themselvesand avoid or reduce the resultant losses of accidents.
