| Hebei province, located in the north of China, which surrounds Beijing and Tianjincity, is the main source area of industry using water and living using water, and is animportant barrier to resist sandstorm for Beijing and Tianjin city. Meantime, it is one ofthe main sand source areas of Beijing and Tianjin, which can seriously effect theecological environment around the capital area. The control of sandstorm source in theHebei province, can not only improve the ecological environment of its local area andaround the capital area, alleviate the damage caused by the sandstorm, but also improvethe level of economy development and the district's self-development ability, andaccomplish the sustainable development of economy, resource and environment.Therefore, the study on the implement effect of this subject is significant in theory and inpractice.Guided by the sustainable development theory, and the theory about the correlationbetween economy development and resource environment, the theory about ecologyrecovery and reconstruction and related economy theory, using the econometrics as theprinciple analysis tool, adopting the measured combined with the quantitative andqualitative analysis, the implementary effects of the project are appraised, and theproblems existed are analyzed, what's more, the countermeasures are put forward topromote the project's implementation. Therefore, the main content of this study is asfollows:Part one: introduce the startup background, study propose, study meaning, the studystatus quo at home and abroad of the Beijing-Tianjin Sand Source Control Project, studyobjects, main study contents and study methods, and point out the necessary of study.Part two: list the theoretical basis of the project's implementation. TheBeijing-Tianjin Sand Source Control Project is an ecology construction project, thepurpose of which is to improve the ecology environment, resolve the poverty problem ofthe resident in the project area and realize the harmony development of ecology,economy and recourses. So it must rely on the related economics theory, obtainreferences and inspires from it.Part three: introduce the related condition of the Beijing-Tianjin Sand SourceControl Project, including implementary reasons, range, programming assignment of the project, the process and accomplishment condition of the project. Also, the project'seffects are analyzed qualitatively, which include notable ecological benefits, prominenteconomic benefits, the change of peasant's mode of production, ecotype industrydeveloping progressively, the notable effects of small watershed management, socialbenefits appearing.Part four: After the index system of comprehensive benefit evaluation and thecomprehensive appraisal model are established, the comprehensive benefit of theBeijing-Tianjin Sand Source Control Project is evaluated, founding that the trend of itscomprehensive benefit is increasing year after year, the ecological, economic and socialbenefit are increasing year after year, and the effecting extent of each index can beranked from big to small as follows: the decreasing rate of disaster sandstorm, the GNPvalue-added, the releasing quantity of O2, the fixing quantity of CO2, the annual times ofsandstorm, and the farmer's per capita net income. As well as, the article analyzes thatthe problems which exist in the project's implementation including selecting tree speciesunreasonable, the project's planning not science, the development of the follow-upindustry is low, supporting policies can't catch up with the step of the project timely,the investment of science and technology is insufficient.Part five: aimed at the specific problems founded in the project, combining with theforegoing related theory and conclusion, some countermeasures are put forward toadvancing the project's implementation in five aspects, including selecting the right treespecies, planning the project reasonably, constituting the favorable policy to develop thecontinued industry, putting the related supporting policies into effect, and increasing theinvestment of science and technology.At last, the article introduces the main conclusion and the deficiency. |
