Calculation Method Of Ecological Compensation Fees For Mining And Case Study

Mineral resources are important materials for our economic and social development, which is a key factor for national development and people's livelihood. However, most of the mineral resources are imbedded underground, the utilization of mineral resources usually result in ecological and environmental problems, which finally prohibits the economic and social development. The ecological compensation can adjust the interests between relevant side, maintain and improve the ecological environment.In this paper, based on the reviews of the definitions and theories of ecological compensation published domestically and aboard, a calculation method of ecological compensation fees for mining in China was put forward. Then to case studies some limestone mine(Port Arthur, Dalian City), as a practical application for the method. The text is divided into five parts, the main research contents and conclusions are just as follows:Through the analysis of the concept of past ecological compensation, it obtains the new concept of ecological compensation. And for compensation purposes, the main body of compensation, the subject of compensation, the scope of compensation, the means and forms of compensation are discussed.By the ecological and economic theory and methods of engineering, it lays the theoretical foundation for calculation method of ecological compensation fees for mining. The ecological compensation fees contain four parts:environmental recovery compensation, ecosystem services compensation, environmental pollution and economic loss compensation. And the calculation methods for each part have been given in this paper. Taking into account the actual application, many data cannot be accurate statistical, so ecosystem services compensation and economic loss compensation are given the appropriate estimation method. And ecological compensation fees levied on the maximum and minimum standards are discussed.Some limestone mine(Port Arthur, Dalian City)was studies as a practical application for the method. Through calculated by the total amount fees of 37 years and every year fees after 2011, ultimately come to be a specific amount of ecological compensation for this enterprise, verify the feasibility of the calculation method.
