If we want to realize the sustainable development of mine environment, we need to learn about the property of mine environment in detail.Mine environment is a complex and open system with frequently movement, the change of environment quality show us an act from quantitive to qualitative. Because of the mine environment degradation is harmful to the survival and health of human being, we must control and repair it, the best way is to give us an alarm in the early time.Mine environment early-warning system is a technical support and guarantee system for mine environment to bring sustainable development strategy to effect. In terms of evaluation of current and future state of mine environment, we can predicate the spatio-temporal scope and risk degree of abnormal state, gives solution to being problems and measures of probable problems in future. It gives service to mine environment management and protection.Under the basis of the theory of sustainable development, this paper outlines the status quo of domestic and international research of early-warning system. From these we see the theory and method of mine environment early-warning need us to research. So this paper discusses the following problems:(1) The establishment of preliminary conception frame of mine environment early-warning system. In this section, the paper clarifies warning meaning, warning affair, warning degree, warning source, warning thing, warning sign, and other concepts. (2) The essence theory and methods of mine environment early-warning. In this section, the paper expounds the procedure and regulation mechanism of mine environment early-warning. Based on the theory of environment quality evaluation and sustainable development, the paper gives many mathematical models of mine environment early-warning, It contains the classification of early-warning indexes system, the selection of warning parameter and the methods of environment quality evaluation. There are many methods to evaluate the environment quality, this paper introduces several important methods in common use:exponential evaluation, fuzzy evaluation, grey systematic evaluation and artificial neural network evaluation. (3) The design of mine environment early-warning information system. In this section, we discuss the basic conditions of information system establishment, the system planning and develop methods, the procedure of information system development. In the phase of system design, the paper introduces the total structure of system and the structure of database.(4) The example of mining environment early-warning in the process of mine exploitation. In this section, the paper analyzes the influence to environment in the process of phosphorite mine exploitation, and discusses the early-warning indexes system of Huangmailing phosphorite mine in Hubei Province of China. Applied the investigation date of this mine environment, we can obtain useful result of environment quality evaluation. Through this result the reasonable judgment of Huangmailing phosphorite mine deviate from sustainable development aim in the environment aspect.In a word, the paper deals with the concept, theory, method, technical system and their application of mine environment early-warning system in the process of mine exploitation.
