The Law Guarantee Of Natural Resources Priority In National Autonomous Area

According to the Constitution of the People's Republic of China, the land, mineral resources, rivers, forest, mountains, plain, wasteland and mud flat belong to the country. The land, homestead and household plot belong to community. The government agency gives autonomous rights of exploiting natural resources to the National Autonomous Area according to the multiracial country and the law of Regional National Autonomy. But sometimes, the laws are not going well in the concrete practice. Although national autonomous areas are rich in the resources, they aren't rich in their life. It has some relations with the autonomous rights of exploiting natural resources. Not only are the rights developing requirement of autonomous rights of exploiting natural resources, but also the important guarantee of sustainable development. The article studies the origins, features, legal character of the priority, and analysis the present situation and its reasons of the autonomous rights of exploiting natural resources in the National Autonomous Area.
