With the development of society, people are more educated and democracy-conscious. It is of great concern to them to have the knowledge of public policies and be able to participate in the process of decision-making. Rural development planning is one of the key public policies. However, because of the absence of relevant knowledge, effective participatory technology and tools are the major contributing factors, the extent of public involvement in this process is pretty low. To address this issue, through drawing on the experience at home and abroad of rural development planning, the research attempted to build the basic planning patterns of rural primary level communities in the supports of Mobile Interactive Geographic Information System (MIGIS) and Participatory Rural Appraisal (PRA), taking the case of NanQi county. Fully reflected the needs of local people in the course of planning. Developed the farmers'consciousness in taking part in communities planning and abilities in effective management. Detailed and carried out all sorts of targets in the finished planning and mobilization of farmers to participate in the initiative. Harmonized the contradictory and conflict between the planning. By these means, raised the reasoning effectiveness and practice of rural planning and created the necessary requirement for the sustainable development in the rural communities. The innovative opinions of this paper are as follows:(1) GIS will be used in rural community planning domain, breaking the traditional research that was limited to national, provincial or county level. Providing a reference for further development for our planning work in rural areas.(2) Vector and rural social research methods will be used to scan-based data collection, reducing the cost of GIS data collection. There is a certain degree of innovation in the technology integration.(3) This paper will research rural development planning in the supports of PRA and GIS to simplify the complex planning process in order to show the visual display to the participants. Then they can express their views and suggestions easier. In short, participatory planning process based on GIS can not only achieve the purpose of planning, but also satisfy the community farmers to participate in analysis process and decision-making and desire to enhance its ability to promote the democratization process in rural communities, community capacity-building for self-development. Local farmers provide the deep knowledge to us in the planning process. The participants have the right to information, participation and decision-making. The government managers participate in the planning as assistants to dig and found the most valuable things of farmers and reflect to the community planning maps and data objectively and factually. Then the planning program will be more valid, effective, easy to operate, high sense of identity with farmers than conventional program planning. So it is a people-oriented planning model.
