Public Participation In Division Of Marine Functional Zonation In China And Assessment Of The Effects

Although our country embarked on the work of Division of Marine Functional Zonation in 1989,the notion of public participation was not introduced until 2006.It follows that public participation is not so effective up to the present.In 2007,our country enacted Technical Directives for the Division of Marine Functional Zonings (GB/T 17108-2006)and Management Stipulation for the Division of Marine Functional Zonings,which stated that public participation should be made during the organization and revision of Division of Marine Functional Zonation.In order to make a scientific,effective,human-oriented and sustainable developing organization of Division of Marine Functional Zonation,it is very essential to make an effective project for public participation and to effectively implement it.To approach the matter of public participation in Division of Marine Functional Zonation,this paper expounds the significance of public participation to the enhancement of the quality of Division of Marine Functional Zonation and the construction of a modern harmonious society.It also analyzes the current situation and problems of public participation in Division of Marine Functional Zonation in our country.It makes an initial and independent system of procedures that Can make divisions of Marine Functional Zonation to fulfill the need of public participation with the reference of procedures of dividing marine functional zonings in Technical Directives for the Division of Marine Functional Zonings(GB/T 17108—2006).In order to achieve the public participation fully,it devises independently technique and execution scheme.In order to achieve the goal and realize the public effect evaluation, it also makes investigation questionnaires and detailed schedules of public participation in Chengyang District and designs four questionnaires about the current situation of marine development.On this basis,this paper realizes the changes from the mobilization preparation to the practice of public participation.In order to quantitatively analyze the effectiveness of public participation in Division of Marine Functional Zonation,this paper makes study on the effectiveness evaluation of public participation and designs an initial and independent system of evaluation goals and evaluation index.This paper makes use of Delphi Method to filter evaluation index of public participation in Division of Marine Functional Zonation,and with the help of The Analytic Hierarchy Process calculates the significance of each evaluation index about public participation in Division of Marine Functional Zonation.By comparison,it chooses the practical model of effectiveness evaluation from others,and at last realizes quantitative valuation of public participation in Chengyang District.At last,the paper,according to the result of effectiveness valuation about public participation in Division of Marine Functional Zonation,analyzes the attainment of the public participation guideline system,and points out the effectiveness of the project for public participation in Chengyang District and the deficiency of the project. The final impact indicates that public participation is necessary,and it is helpful for the organization of divisions.Among the six proj ects which have been tested by public participation,the area and the time referred have some deficiency,and in the future they can be improved on theory and practice.In the final paper,to approach the matter and problems emerging from the research on public participation in Division of Marine Functional Zonation,the paper brings forth the devices for the improvement of public participation in Division of Marine Functional Zonation,and promotes the development of the proj ect along regularized and legal lines.It also points out the directions for the improvement of public participation in Division of Marine Functional Zonation.
