To avoid excessive and disorderly phenomena during the use of marine, huge loss of assets caused by the way of the development of the marine resources, the ecological environment of local waters are deteriorated and the risk of extinction of some marine resources, China begins to modify the division of marine functional zones, to conduct the marine utilization and management and marine environmental protection activities.
