Study On Construction Of County Meteorological Disaster Emergency Management System

In recent years,with the global warming,the losses caused by meteorological disasters are on the rise.Heavy rain,strong wind,lightning,hail and other meteorological disasters and the secondary disasters caused by them show the characteristics of many kinds of disasters,wide range of influence,and severe damage degree.Tianchang County is located in the eastern part of Anhui Province,the south of the Yangtze River,the north of the Huaihe River,the east of Gaoyou Lake,the west of the Beijing-Shanghai Railway,adjacent to Nanjing(Liuhe District,Yangzhou and Huaiundefinedan County,Jinhu County,Xuyi County,and only the west is close to Laian County,Anhui Province).Because it is a transitional zone between subtropical and warm temperate zone between the Yangtze River and Huaihe River,the monsoon climate is obvious,there are more lakes and reservoirs in the territory,and the special geographical location and topography result in the complex weather and frequent meteorological disasters in the city.According to statistics,meteorological disasters and their derived disasters account for more than 90%of natural disasters in Tianchang City.It is great significance for the economic development,ecological environment and public safety of this city to study the construction of emergency management system for meteorological disasters in Tianchang City.Based on the theory of emergency response,the emergency management system of meteorological disasters is established and perfected,the emergency management system of meteorological disasters in Tianchang city is analyzed empirically,and the construction of emergency management system of meteorological disasters in Tianchang city is put forward.Finally,such a meteorological disaster emergency management system was formed.Under the unified command of the municipal government,modern meteorological monitoring means were fully utilized to carry out timely and effective forecasting and early warning services.We should actively mobilize all departments and social forces to carry out meteorological disaster prevention and relief work to minimize the losses caused by meteorological disasters.It can not only prevent the impact of disastrous weather on regional economic development,but also ensure the safety of people’s lives and property,so that the scientific development concept can be better implemented.
