| At present, many philosophers focus on the study of the philosophical rethinking to the technology because of its bad influences. Habermas pointed out his view of philosophy of technology on the base of The Frankfurt School′tool rationality.This paper constitutes his critical theory from the dimension of philosophy and society by putting the technology into the frame of communication rationality .Habermas viewed the society as the double-layer structure pattern and studied the modern technology in the later period of capitalistic society. He pointed out that the later period of capitalistic society displays a type of technical domination; it characterized purpose action rationality and unilateral society rationality. Technology and regulation have penetrated all fields of the society life, technology's control can cause a kind of homogeneity and make all society run depending on the technology regulation, as a result, the life world of modern society is colonized.For the solution of technological problem, we can not resolve the problem caused by the technology only by the development of technology itself ,but by a democratic conversation system with dilectical interaction between the progress of technology and the social life practice,namely,by the political dialogs and people′dialogs between technology and democracy ,on the one hand, the dialog make the social political man correct their irrational manners which only satify their own will; on the other hand,rationally control and develop science and technology according argument and dialog which reveal the real lifeword,then form corresponding political will.Only by this way can we resolve the problem of domination of technology. Habermas's technological critical theory has important theoretic meaning to the thoughts of technology constructivism, at the same time, it has referential significance to clear up international cultural conflicts and handling the relation of science and culture in building a harmonious society in China.
