Along with economical development, expansion of the city scale andconstant improvement of the modernized degree, the underground pipe networkin the city is huger and huger, intensive, and its kind is more and more various.To the fast development of the underground pipe network in the city, themanagement of the underground pipelines in the city seems to lag behind and cannot meet the grow demand of business of pipe nerwork, and restrain thedevelopment of the city in a very great degree. Therefore, a systhesis menamentsystem of the underground pipelines in the city is need to set up, which appliestechnology of geography information system(GIS), severs for the scientificmanagement, palnning and design as well as aid decision of the undergroundpipelines in the city, and tries to realize the informationization of themanagement of the underground pipelines.In moving toward a new century, the knowledge-based economy and theinformation age, the change from the traditional management methods and means,the use of modern high-tech Geography Information System (GIS), RomoteSense (RS), Geographical Information System (GPS), computer technology andinformation management technology, Establishing urban underground pipelineintegrated management system to solve the current production management ofthe problem is verynecessary.This paper discussed the evolution of GPS, the principle of positioning, thereference , Elevation frame, GIS spatial date format ,the standard of GPS datetransform, GIS spatial data processing methods and GPS date transform GISspatial date. The GPS reference points which are used in the field of water supplynetwork , GPS date transform GIS spatial date, WPS-84 coordinates to theHarbin local coordinate system conversion and the new way to input GISdatebase are also designed and completed.This paper studied GPS extensive use in the field of water network digitization and modeling. It is significative to intensify the analysis situs ofnetwork figure and improve the accuracy of operating parameter. Using GPS andpressure gauge is suitable to measure long but small pipe resistance coefficient.Besides, GPS can be used in the pipe sedimentation and accident navigation.
