| China is lacking in water resources, and the situation is more serious in its North-Western Region , which has become a chief "bottleneck" to restrict the sustainable development of economy,society and environment in this district. The defect of present allocation system of water resources is one of the main factors that are accountable for the crisis of water resources in the North-Western Region of China. In order to promote the North-Western Region to develop sustainably, what we must to do is to abandon the traditionally backward views, bring forth new ideas actively and construct one new rational allocation system to realize the reasonable allocation and efficient utilization of water resources. Therefore, the task of this thesis is about the construction of the sustainable development-oriented rational allocation system of water resources in the North-Western Region of China. In this thesis, the author has carried out a series of researches into the basic principles, value and the modes & contents of the rational allocation system of water resources. This thesis contains three chapters: The first one has made a summary of the state of water resources in the North-Western Region. The second is on the current situation of the water resources problem in the North-Western Region, and in this part, the author has pointed out that the causes responsible for the water resources crisis are not only because of the deficiency of the natural endowment of water resources in the North-Western Region, but also the unreasonable exploitation and utilization of water resources and the defects in present management system. In the third one, the author has carried out relatively profound researches into the concept, basic principles and value of the rational allocation system of water resources and also has made a initial design to how construct the sustainable development-oriented rational allocation system of water resources in the North-Western Region of China.
