Web Services, the core technology of Distributed System, can be used in GIS in order to implement GIS data and function's share and inter-operation more efficiently. GIS Web Services expands the further development of GIS.Nowadays GIS Web Services are not widely used around the world. Each organization that provides GIS Web Services has its own specialty, a particular industry or region. There is not any application which can meet the need of all industries and regions. In order to solve this problem, a platform of GIS Web Services is established, which contains three parts: WebSite, Web Server and Database. This platform manages GIS Web Services. Users of this platform can search and find out Web Services they need quickly and can also register Web Services they provide.On the base of GIS Web Services' research, two development ways of Web Services are discussed in this thesis. One is based on ArcGIS Server, and the other is based on the existing GIS function module. Furthermore some examples, such as Center Calculating and Address Locator, are developed. Via visiting the platform and services, users can search and find out GIS Web Services they need, and use them in their local system. Thus they can reduce the work of developing common GIS modules.There are six chapters all together in the thesis. The first one is preface, which introduces the background of this thesis and also illustrates briefly the content and significance of this research. The second chapter is the introduce of technology background, including Web Services and GIS Web Services. The third chapter is the development of GIS Web Services Platform, which introduces the framework of the platform and how to develop the main functions in it. The fourth chapter introduces the ways of developing GIS Web Services, including ways based on ArcGIS Server and the existing GIS function module. The fifth chapter is the application of GIS Web Services Platform. The ways of GIS Web Services' registration and searching are introduced. The Web Services of Center Calculating and Address Locator are used as examples to illustrate how to be called and used in local application system. The last chapter is the conclusion to summarize the whole thesis. Putting forward the problems need to be solved and the future work.The thesis has such main innovations as follows: (1) Establishing a GIS Web Servicesplatform and implement the register and search of GIS Web Services. (2) Discussing two ways of developing GIS Web Services, and developing some useful services such as Center Calculating and Address Locator.
