The research on Static Geographical Information System is relatively mature at present, but any geographical entity in future is changed with time, such as generation, evolution and extinction of geographical entity. Geographical Information System lack of time dimension is a great pity, yet Temporal GIS can truly reflect the essence of future change. At the same time GIS has been applied in some new application fields. Environment monitoring, cadastral changing management and traffic line changing management are in these fields whose common character is to realize the temporal property of geographical entity. Therefore the study of TGIS has become a hot spot. Thus, to develop geographical information system with time dimension on the base of current GIS platform is very imperative. However the research on temporal topological relation and time as base of TGIS is comparatively weak.The paper discusses the temporal problem in GIS starting with the essence of time. The definition of time and referencing system of time is quoted in the paper, and formalizing description of corresponding state and event is given in mathematical language. 4-intersection theory in point set topology is cited into time domain and topological relation between several temporal forms are analyzed in detail. Besides, the paper uses temporal topological relation to describe cadastral changing process particularly. Base on the above, the paper designs cadastral changing database, reasonably organizes cadastral temporal data and explores the temporal querying algorithm in process of cadastral changing. Cadastral managing information sub system of Yiwu City is also founded. The experiment proves that the temporal requirement in cadastral management can be satisfied when using temporal topological relation described with 4- intersection to organize data in cadastral management.
