With the current rapid development of economy and society, many application fields, such as Cadastral Management, request GIS to provide the integrated time analysis functions and efficient answers to the various problems associated with the time, both in time and space to deal with the comprehensive geographic information, so-called TGIS (temporal-GIS).Temporality is a notable characteristic of cadastral information. Traditional Cadastral Information System is a reflection of certain historical moment cadastral information, which can not record the history, has becoming increasingly unsuited to the new requirements (For example, the inquiries about the historical origin of a particular parcel, etc.). Thus, the research considering the history, present and future of cadastral information is becoming an urgent task to Cadastral Information System.Spatio-temporal data model is the basic to realize a temporal Cadastral Information System. The study on spatio-temporal data model suited the characteristics of cadastral management information is of great significance to build a true temporal cadastral information system. This will greatly enhance the functions and vitality of present Cadastral Information System.The research work in this paper is to find a better data model that suits present cadastral information management through improvements based on the analysis of characteristic of the existing spatio-temporal data models, so as to achieve the organization, management and query and forecast function of the cadastral spatio-temporal data.This paper first analyzes the existing spatio-temporal data model, then points that the Base State with Amendments Model, because of its smaller storage redundancy and high efficiency on query, is more suitable to the cadastral temporal information management. On the basis of Base State with Amendments Model, according to the principle that historical data inquires have different frequency on different period, the paper assumes establishing different base sates on different periods, 'the more recent ,the more base states', through reverse amendments to find history, as a result, greatly saved the memory and improved the efficiency of inquiries.Finally, the paper uses geographic information system secondary development platformMapObjects2.2 and the visual programming language Visual Basic6.0, adopting object-oriented programming technology, to establish an experiment system of cadastral information system which achieves the above-mentioned model. The experiment system realizes some fundamental functions of Cadastral Information System, such as cadastral alternation, temporal inquiries, historical data back and other functions, with more satisfactory results.
