With the unceasing development of globalization, many public issues have been beyond the scope of the sovereign state, and become global problems. In order to cope with these problems effectively, global public policies emerge as the times require. At present, climate change is becoming one of the most serious challenge that human faces. The international community wants to come to an agreement on the core content of the global climate policy to fight global warming. Because the resources that the international community has are very limited, it is very important to determine the priorities and establish the agenda of global climate policy. However, it is very hard for the international community to come to an agreement in the agenda setting progress due to many reasons. This dissertation will discuss this question based on Kington's multi-stream agenda-setting model. On one hand, it discusses about the resources the participants of the global climate policy agenda-setting have and the way they operate. On the other hand, it gives an in-depth analysis on the processes of global climate policy agenda-setting from the problem stream, policy stream, political stream and policy window. On that basis, it will analyze the reasons why it is so difficult for the international community to come to an agreement in the global climate policy agenda-setting progress.
