Research And Development Of Beijing Forest Property Right Certificate Management Information System

The old version of Beijing Forest Property Right Certificate (FPRC) MIS remains a lot of problems, including limited data sharing ability due to its C/S structure, low performance and security, bad system scalability and maintainability, with its system functions failed to meet the current needs in forest property right (FPR) management. To solve these problems, based on massive research into the history and current situation of domestic and international FPR and cadastral information management, this paper proposes a B/S version of FPRC MIS. According to user needs, the architecture, framework, functions and operation procedure of FPRC MIS were designed. System database was designed and implemented. Application and certificate coding rules were conceived. A prototype of the B/S FPRO MIS with FPR certification and statistical operations as the core was established based on MVC pattern. Two new functions were developed. One is online picturing land parcel topographic map and mapping the picture to a certain certificate using WebGIS and Java Servlet/JSP. The other is online visual graphic statistical reporting.This new version of FPRC MIS specifies standard FPR certification process and statistical needs, provides a business supporting system for FPR registration, approval, certificate management, online land parcel topographic map picturing, online data querying and graphic statistical reporting. It improves FPR management efficiency, standardizes land parcel topographic pictures in the certificate. Also it collects FPR data and establishes the database, making fully use and sharing of those data for forestry administrators to make better decisions and plans. It has practical significance and reference value to refine forestry information management.
