Analyze The Contemporary China Ocean Policy Development Countermeasure In The Perspective Of Value Analysis

The research of marine policy plays a significant role in the macro economy development, marine environment protection and policy regulation; And marine policy is also an important part of china's public policy. We cannot ignore the value of public policy when we do the public policy research. Public policy value is the soul of public policy, also is the foundation of public policy research, and the indispensable part of public policy research. Public policy value analysis is the analysis of some policy. To analyze if the results of some kind of policy is worth fighting for, what measures should be taken to execution of public policy and get the results. It provides an important foundation for public policy execution, and study on it is of great significance. Public policy value analysis enlarges public policy analysis method, makes human subject position outstanding, and is also an important reflect of policy civilization. But at present value analysis applies a little, always value analysis is used in education policy analysis, and some theorists propose the three dimension analysis:value choice, validity analysis and legitimacy analysis, which worth learning and using for reference.This paper uses the method of public policy value analysis to analyze China's ocean policy, and creatively analyze from four perspectives:value relation analysis, the three dimension analysis:value choice, validity analysis and legitimacy analysis, public policy ethics and ocean policy practice, so as to propose the existing problems of present China's ocean policy formulation and implementation; And propose the improvement measures in the point of view of policy value analysis related theory and practice of public policy.
