With the "Digital Earth" and "Digital City" and other concepts presented, the integration of Virtual Reality, Geographic Information Science and Network Tchnology becomes the focuse of research of academic community and information industry. Until now, related virtual city simulation technology has been widely used in all areas of society and some virtual reality application softwares have also sprung up, such as VEGA, Virtools, VR4 Max, VRMap, VRP and so on. These platforms gain success in their respective areas, but there are certain deficiencies. As people require further improvement of Virtual Reality application, they hope to get more multi-functional and multi-purpose products rather than performance-based tools. Among them, contradiction in the applications of Geographic Information Systems (GIS) is particularly prominent.Considering the broad application prospect of urban simulation, Marine Information Technology Lab undertakes the research and development of VRGIS Platform. And the project aims to develop a multi-precision level platform satisfying the simulation and management for large cities and regions. As Virtual Reality software project, the development process of VRGIS Platform is much more complex because its multi-process design includes complex logic modeling, reproduction of virtual scene and exchange in the loop. Faced with such a complex project implementation, modern project management techniques can provide scientific and effective management for specific activities in the whole life cycle of projects. And also it can help to establish a set of management models in order to ensure the total project goals.This thesis analyzes the life cycle of VRGIS Platform from project application, development, testing to marketing. And also it decribes main activites and knowledge of related areas in modular forms. With the effective combination of kinds of knowledge it explores a fitted frame for Virtual Reality project development management.Firstly this thesis analyzes current situation and features of Virtual Reality project management and proposes to apply theories and methods of modern project management to Virtual Reality project in order to solve problems during the management process. Secondly, based on the clear objectives and scopes of the project, it divides the project process management into four stages including initiation, planning, implementation and control, and ending. At the same time, implement strict management throughout the process of development. In addition, summarize some management experience about the management of document, schedule, testing and intellectual property management, etc. Particularly it studies project schedule management due to the defects of traditional project schedule management mode, such as lack of clear and targeted project plan, effective process monitor mechanism. And with the establishment of schedule management process it helps to arrange project schedule properly and maximum the sharing of resource, information and technology. Finally, it decribes the whole project implementation process with the supports of MIT Lab Project Management System and summarize the key elements for the success of projects.It proves that carrying out software project management with standardization can perfect the project implementation process and improve the recearch effciency and project management capabilities of a team. And also ensure the overall achievement of the objectives of the project. In addition, the research sets up the scientific management for R&D achievements. And these mechanisms can notonly help to protect the innovative knowledge of related industry but promote the industrialization of the products.
