According to the Ministry of Agriculture,about 700 million tons of fresh products enter circulation every year,but the construction of cold chain logistics still cannot guarantee the transportation demand of all fresh products,and only 27% of fresh products can enter the cold chain logistics system.In November 2021,The State Council issued the "14th Five-Year Plan" Cold Chain Logistics Development Plan,pointing out that the loss rate of normal temperature logistics is about 40% higher than that of cold chain logistics,and the annual loss amount of fresh fruits and vegetables alone is more than 100 billion yuan.With the rapid development of our economy and society and the substantial improvement of people’s living standards,the demand for fresh products from cold chain logistics is also growing.As the fresh products involved in cold chain logistics are perishable,vulnerable to pollution and not easy to preserve,etc.,there are serious losses in the cold chain logistics and transportation of fresh products,resulting in high retail prices of fresh products,and producers and consumers are in a "lose-lose" situation.In addition,the outbreak of COVID-19 in 2020 has catalyzed the development of China’s cold chain logistics system to a certain extent.The handover process of normal temperature chain logistics is complex,and fresh products often fail to meet the requirements of low temperature and constant temperature,and are easily exposed to virus pollution,leading to greater risks in the logistics process of fresh products.How to scientifically and normally control the cold chain logistics risks of fresh products has become an important problem that the country,industry enterprises and consumers are extremely concerned about.Based on the above background,this paper combines theories and methods such as system and risk control to carry out research on the identification and analysis of risk factors of cold chain logistics of fresh products,construction and demonstration of cold chain logistics risk evaluation system of fresh products,blockchain technology based cold chain logistics risk control of fresh products,cold chain logistics risk control simulation model design and multi-objective optimization.Put forward the policy suggestion of fresh product cold chain logistics risk control.The main research content,research methods and conclusions of this paper are as follows.(1)The key influencing factors of 10 typical cold chain logistics safety risk accidents of fresh products were analyzed by STAMP method,and the hierarchical structure system of influencing factors of cold chain logistics risk of fresh products was developed.Combining the method of DEMATEL and ISM,the internal relationship and influence level of the risk factors of cold chain logistics of fresh products were analyzed under the system theory.The results showed that: The risk situation and the hierarchy and importance of the factors that cause the risk of each key operation link of cold chain logistics of fresh products.Warehousing and transportation are the two key links of cold chain logistics risk.In the cold chain logistics process of fresh products,effective pre-cooling,regular storage inspection and smooth transportation process are ensured.It plays an important role in promoting the efficient work,high quality development and risk control of cold chain logistics system of fresh products.(2)The risk evaluation index system of cold chain logistics of fresh products was constructed from seven operational risks including inventory,transportation,management and information,and the risk evaluation of cold chain logistics of fresh products was carried out by using the method of supervision and learning.Based on the improved EJADE-LSSVM risk evaluation model,the problem of small sample and high dimensional risk of cold chain logistics risk evaluation of fresh products was solved.The results showed that the problem of small sample and high dimension of cold chain logistics risk evaluation of fresh products was solved.Real-time collection,storage and processing of large amounts of data,adjustment of preservation plans,upgrading of cold chain logistics preservation facilities and equipment,and arrangement of experienced cold chain logistics staff are helpful to reduce the risk of fresh product deterioration and reduce the cost risk of cold chain logistics.(3)The middleware based on message queue is proposed to complete the high concurrent call of the contract,improve the speed of fresh products cold chain logistics data link,adopt the method of blockchain key exchange and symmetric encryption,so that the data transmission of fresh products cold chain logistics order is encrypted,and solve the risk of fresh products cold chain logistics order transmission.The results show that: compared with the past centralized fresh product cold chain logistics risk control system,the distributed,untampered,traceable and other characteristics of blockchain can improve the trust between various fresh product cold chain logistics enterprises,and avoid the core enterprises’ subjective update or malicious tampering of fresh product cold chain logistics data.(4)Use Flexsim to build four simulation models of cold chain logistics risk control system for fresh products,such as receiving and warehousing,collect data of simulation model and make comparative analysis of results to solve cold chain logistics and warehousing risks of fresh products.The results show that to solve the risk of low average utilization rate of cold chain logistics warehouse of fresh products,it is necessary to optimize and adjust the arrival interval of generators and the minimum shelf residence time in the simulation model.To solve the risk of the small number of goods arriving at the cold chain logistics distribution center of fresh products and the short stay of goods,it is necessary to optimize the cold chain logistics of fresh products on the arrival generator of goods;In order to solve the risk of low shelf utilization,the quantity of goods arriving and the time of goods staying on the shelf should be increased;To address the risk of pallet excess,it is necessary to optimize and reduce pallet generation.Secondly,fuzzy neural network was used to construct the multi-objective optimization function of cold chain logistics distribution of fresh products,and adaptive MOEA/D algorithm was used to model and solve the multi-objective optimization problem of cold chain logistics distribution of fresh products,so as to reduce the risk of cold chain logistics distribution of fresh products.The optimal solution determined by the adaptive MOEA/D optimization algorithm can improve the efficiency of cold chain logistics distribution of fresh products and control the risks of cold chain logistics distribution.The results showed that: There is a conflict risk between the cost of cold chain logistics of fresh products and the quantity of fresh goods.The optimal solution determined by the adaptive MOEA/D algorithm can effectively control the risk of all operational links of cold chain logistics of fresh products,improve the efficiency of cold chain logistics distribution and reduce the total cost of cold chain logistics of fresh products on the premise of ensuring sufficient utilization rate of cold chain logistics of fresh products.(5)In terms of policy suggestions,according to the analysis of the functional structure,regulatory structure and information structure of cold chain logistics risk management and control of fresh products,the risk management and control system of new cold chain logistics of fresh products is constructed,and the core determinants of the new risk management and control system are pointed out,which mainly include the realization of the whole information flow,the realization of information standardization and the realization of information traceability.Put forward risk control measures from fresh product assembly,storage sorting,transportation and distribution and other operations,strengthen quarantine supervision of fresh products,improve relevant rules and regulations on risk control,upgrade fresh cold chain logistics facilities and equipment,and strengthen data and information connectivity of fresh cold chain logistics.There are 68 figures,27 tables and 198 references in this thesis.
