The Dilemma And Relief Strategy Of The Function Realization Of Rural Revitalization Work-team Under The Perspective Of Meta-governance

Rural revitalization is not only a critical link to achieve the Chinese path to modernization but also a strategic measure to promote the modernization of rural governance and realize the people’s pursuit of a better life,which means that rural revitalization is a systematic project to achieve ’Qualitative Change’ and ’Magnificent Transformation’ in rural areas.However,it should also be noted that the tension between the complexity of rural revitalization and governance needs has led to governance failures and the failure to release its effectiveness fully.Therefore,a new governance model and mechanism are required to alleviate the problems.The Rural Revitalization Work-team is an unconventional governance mechanism constructed by the Central Committee of the Communist Party of China to promote the concrete implementation of the practice of rural revitalization,aiming at mobilizing and leading multiple modes to carry out the work of rural revitalization through the leading and exemplary role of the Rural Revitalization Work-team.In the increasingly apparent complexity,uncertainty,and risks of rural revitalization,how should the Work-team reshape its role and function to effectively respond to the need for rural cooperative revitalization and promote the realization of rural revitalization goals are issues that urgently need theoretical discussion.The Meta-governance theory provides a theoretical reference for the Work-team to locate and promote the effective revitalization of rural areas accurately.Meta-governance does not weaken or exclude other governance models but instead uses the unique political authority and governance resources of the country to lead the overall situation by Return to the center and playing a leading role;Reaching consensus through communication;Stimulate power by interaction;Assume responsibility and provide resources;Flexible and direct participation.Those five actions will create conditions to lead multiple actors to address inefficient or ineffective governance issues to achieve effective governance.The essence of this governance model is to emphasize the presence of the state and play a great role in guidance and control,to reconcile the conflict between unity and diversity in public governance,and to promote the balance and cooperation between bureaucracy,market mechanism,and self-organizing network.Meta-governance,a relaxed governance model,couples the current Rural Revitalization Work-team practice.Using Meta-governance theory to analyze the function realization of the Rural Revitalization Work-team is feasible.This study adopts the logical framework of raising,analyzing,and solving problems,takes Meta-governance theory as the perspective,takes the Rural Revitalization Work-team as the object,and uses the case study method to explore and discuss the functional realization of the Rural Revitalization Work-team.This study adopts the logical framework of raising practical orientation,specific practice,and optimization strategies of the Rural Revitalization Work-team in promoting effective rural revitalization,hoping to provide suggestions for effectively promoting the construction of rural revival.According to the study,the Rural Revitalization Work-team has unique advantages and resources in implementing Meta-governance.Multi-subject participation is a governance model that meets the needs of rural revitalization.Implementing Meta-governance by the Work-team will ensure that this governance model can effectively promote rural regeneration.Specifically,in the process of rural renewal,the Work-team should not only continue to encourage self-innovation and implement the task of revitalization but also make use of its anti-bureaucratic advantages to play the leadership function of revitalization,the design function of the revitalization plan,the stimulation function of revitalization power,the development function of resources and the function of promoting technology empowerment.These functions will help promote the modernization of rural governance concepts and mechanisms,activate the enthusiasm and initiative of the market,NGOs,and endogenous agrarian society to participate in the revitalization,and form a joint force to solve the dilemma of inefficiency or inefficiency in rural regeneration.Under the guidance of Meta-governance theory,the study observes and analyses the specific practice of the Hainan Rural Revitalization Work-team in playing its Meta-governance function and promoting rural revitalization in a total score structure around the five Meta-governance functions of the Work-team.It is found that the Meta-governance action of the Work-team integrates the strength and resources of multiple subjects to a certain extent,coordinates the movement,activates the motive force,consolidates the anti-poverty achievements,and opens a new chapter of rural revitalization.However,the Rural Revitalization Work-team still needs to complete its functional transformation due to various factors.There are still many problems and challenges in giving full play to its Meta-governance function and promoting the effective revitalization of the countryside.These dilemmas are not only caused by the factors of the Work-team itself,such as the Meta-governance concept and capacity of the Work-team are not yet matched,but also by the constraints of the Meta-governance function,such as the governance mechanism and resource allocation that helps to play the Meta-governance function are not yet in place,as well as the cognitive and capacity constraints of other participants.Therefore,it is necessary to construct a supporting mechanism for the Meta-governance function of the Work-team from different dimensions,such as consciousness shaping,capacity enhancement,system construction,organizational reform,and technology embedding.This paper aims to make theoretical and practical contributions to selecting Meta-governance functions of the Work-team in promoting rural revitalization.At the academic level,with the help of Meta-governance theory,this study puts forward the theoretical explanation of the Meta-governance function of the Work-team in rural revitalization,which provides an explanatory mechanism for the functional transformation of the Work-team and even the modernization of grass-roots governance system and governance capacity.Such research has theoretical value for both Rural Revitalization and the Work-team.In the practical dimension,with the help of the case study method,this study profoundly restores the specific practice of the five Meta-governance functions of the Rural Revitalization Work-team.It puts forward rational strategies,which provides a reference for further developing the Meta-governance effectiveness of the Work-team and building a practical model for rural revitalization.
