Research On Discipline Inspection And National Supervision Construction In The Field Of Environmental Supervision In The New Era

Since the new era,in order to strengthen the leadership and power supervision of the Party,the Central Committee of the Party has made unified decisions and deployments,and has successively launched the reform of the Party’s disciplinary inspection system,the national supervision system,and the disciplinary inspection and supervision institution.Currently,guided by the spirit of the 20 th National Congress report,the "Three Reforms" are being carried out in an integrated manner.Improving the modern environmental governance system is one of the important missions of the Party in the new era and new journey.Environmental supervision is the supporting system of modern environmental governance system,which refers to the supervision and management activities carried out by administrative agencies on behalf of the state on the environmental behavior of enterprises and citizens,including the formulation of environmental supervision regulations,plans,policies and standards,environmental monitoring,environmental utilization administrative licensing,environmental law enforcement,internal supervision of environmental supervision,and cross administrative division environmental supervision cooperation.Therefore,the field of environmental supervision should be a focus of attention in the construction of disciplinary inspection and supervision in the new era and new journey.However,the current construction of disciplinary inspection and supervision in the field of environmental supervision is not ideal.Because,under the integrated operation of disciplinary inspection and supervision,and the full coverage and supervision of party organizations,party members,and public officials in the field of environmental supervision,there are still a large number of environmental regulatory failures,and individual cases have attracted national attention.In this way,the construction of which link in disciplinary inspection and supervision has caused insufficient release of disciplinary inspection and supervision advantages,and how to improve it has become a question that needs to be answered by all levels of disciplinary inspection and supervision committees and the intellectual community in the new era and new journey.To answer the aforementioned two questions,the article first conducts research on the theoretical basis of disciplinary inspection and supervision construction in the field of environmental supervision in the new era,in order to complete the theoretical justification of disciplinary inspection and supervision construction in the field of environmental supervision in the new era,and provide a theoretical basis for theoretical construction and practical inspection.Secondly,based on the theoretical and historical logic of disciplinary inspection and supervision construction in the field of environmental supervision in the new era,the concept of disciplinary inspection and supervision construction in the field of environmental supervision in the new era has been defined.On this basis,the characteristics of disciplinary inspection and supervision in the field of environmental supervision in the new era were analyzed,and based on the analysis results,a theoretical framework for the construction of disciplinary inspection and supervision in the field of environmental supervision in the new era was developed.Thirdly,after completing the theoretical framework,a review was conducted on the practice of disciplinary inspection and supervision in the field of environmental supervision in the new era,summarizing the achievements made and comparing them with the theoretical framework.The existing problems were reflected on,and the answer was given to which link of disciplinary inspection and supervision led to insufficient supervision of environmental supervision power.Finally,based on reality,the optimization of disciplinary inspection and supervision construction in the field of environmental supervision in the new era was discussed.The implementation of the aforementioned research approach resulted in the following findings.Firstly,the construction of disciplinary inspection and supervision in the field of environmental supervision in the new era has abundant theoretical basis.The discussions of Marxist classic writers and leaders of the CPC on the functions of national environmental protection,power supervision,intra party supervision,environmental supervision,environmental supervision responsibility performance supervision,political supervision and discipline inspection and supervision construction constitute the direct theoretical basis for discipline inspection and supervision construction in the field of environmental supervision in the new era.In addition,the environmental protection wisdom,power supervision wisdom,and supervision construction wisdom accumulated by the excellent traditional Chinese culture also provide relevant insights for the discipline inspection and supervision construction in the field of environmental supervision in the new era.Secondly,the construction of disciplinary inspection and supervision in the field of environmental supervision in the new era needs to follow multiple logics,namely inheriting the basic framework of disciplinary inspection and supervision,adapting to the characteristics of disciplinary inspection and supervision in the field of environmental supervision,focusing on the key areas of environmental supervision responsibility under the modern environmental governance system,and focusing on the prevention of environmental supervision failure and implementing the deployment of the Party Central Committee on deepening the reform of disciplinary inspection and supervision system.Thirdly,with the new era of discipline inspection and supervision reform and the focus on promoting the construction of environmental supervision discipline inspection and supervision,the construction of basis,system,and mechanism has a good foundation compared to the requirements of environmental supervision discipline inspection and supervision construction for environmental regulatory failures in the new era as the main guidance,the direction of optimizing the construction of environmental regulatory discipline inspection and supervision is to carry out specialized concepts,institutions and team construction,build an environmental regulatory supervision system with discipline inspection and supervision as the backbone,and fully utilize the empowerment of digital intelligence technology to orderly and scientifically promote.The aforementioned research findings can effectively answer why the reform of discipline inspection and supervision in the new era has not eliminated the failure of environmental supervision,and also point out the direction for optimizing the construction of discipline inspection and supervision in the new era of environmental supervision.
