The Research On The Models Of Government Purchasing Home Care Services

The problem of population aging is one of the challenges facing the world in the 21st century.China’s population aging has many characteristics.The faster pace of aging development,the large number and scale of elderly population,the high proportion of elderly,so ours aging problem is more complex and severer than other countries,urgent to be resolved.Faced with increasingly serious aging problem,the government departments actively explore the supply of new ways of pension services.Due to the low efficiency of the government supply,the high feasibility of home care and the growing development of social organizations,therefore the government has purchased the home care services provided by the social organizations,and this new ways of services supply has come into being.Government procurement services can not only adjust the role of positioning the government,enhance the government’s ability to govern,but also improve the efficiency and quality of services,promote the development of social organizations,maintain social stability and harmony.Therefore,under the background of population aging,the government purchase home care services is an effective way to solve the problem of pension and ease the pressure on the government pension in China.This paper defines the core concept of government purchase of home care services,expounds the relevant basic theory,then sunmed up the main model of Dalian Municipal Government purchase home care services are formative purchase model,commissioned purchase model and competitive purchase model.And it takes the ZhongChang street stadium community pension service center,Heishijiao street southwest road community XinAi old-age service center,and Zhongshan District ChaoYangLe old service center as the corresponding case.Three models were analyzed from seven aspects:the purchaser,the contractor,the consumer,the service contents,the fund source,the purchase method and the supervisor.By summing up the evaluation of the purchasing effects,affirmed the effectiveness of the three models,it also analyzed the problems in the process of purchasing.After comparing and analyzing the three kinds of purchase models from five aspects:organization independence,purchase procedure standardization,government resource support,satisfying the needs of old people and the problems existing in each model.It is considered that the competitive purchase model is more conducive to improve the supply efficiency of the pension services,to promote the development of social organizations,to the realization of the government’s expected purchase objectives.After drawing lessons from the experiences of the British and American and domestic NH District government in purchasing the pension services,this paper presents a series of suggestions for better government purchase of home care services,under the competitive purchase model.First is to explore the needs of older people,to establish the purchase service directory,determine the supply of pension services.Second is to improve the policy laws and regulations,standardize the purchase procedure and provide a good system environment for the government to buy services.Third is the government will increase the finance budgets,establish special funds and provide financial support for purchasing pension services.Fourth is the government to support the independent development of social organizations,social organizations to strengthen their own construction.Fifth is the government to establish the evaluation-supervision mechanism of pre-purchase evaluation,purchasing supervision,and the reassessment after the purchase,and the formation of government,social,industry supervision of the multi-supervisory mechanism.This paper clearly distinguishes the three models of the purchase of social services by the Dalian municipal government,applies it to the field of old-age care,and finds out the three old-age service centers corresponding to the model in Dalian.Through the comparative study method,the paper analyzes the three purchasing modes in detail,and analyzes the competitive purchasing mode,which promotes the development of the benign relationship between the government and the social organization,and provides reference and guidance for other aging cities in China.
