In the era of big data,data resources as crucial strategic assets are changing the decision-making factors and governance model of organizations.During the process of public security and safety governance activities,amounts of original data or processed data sets,namely public security and safety data are generated,which can reflect the phenomena,characteristics and rules of governance activities and then support decision-making.The big data theory and technology focuses on predicting the object’s development trend meanwhile public security and safety governance tend to concentrate on risk monitoring and pre-warning as well.Therefore,public security and safety data have played an important role in various safety industry fields and situational events.However,the current public security and safety governance activities generally focus on technology application and infrastructure construction.Ignoring data management and data integration planning,as well as the lack of understanding and governance awareness of public security and safety data have become the key issues that hinder the value realization of data resources.Based on the foregoing background,public security and safety data governance as a new research field and practical issues emerge and thrive as the big data era requires.From the perspective of basic guidance theory,the holistic view of national security and safety which emphasizes the integration and coordination of various resources to achieve cross-regional,cross-sectoral,and cross-level cooperation,provides basic theoretical guidance for the development of public security and safety data governance research and practice.From the perspective of direct theoretical basis,the research field of data governance has initially constructed a conceptual structure system and knowledge framework which cover various research topics.Government data governance has especially become a new growth point in the field of data governance research and the important practice of governance innovation of government departments.More and more scholars have paid attention to it.The relevant research results provide a direct theoretical basis for government data governance oriented to public security and safety governance contexts.From the perspective of practical background,the idea of public security and safety governance has changed which emphasizes and considers risk governance as the logical starting point.The public security and safety governance activities also put forward new requirements for the data and information which can be used to support correlation analysis,accurate decision-making,and dynamic pre-warning.As a result,the public security and safety data governance become the pivot to promote the transformation of public security and safety governance mode from “experience-driven” to“fact-driven”,“passive response” to “active prevention”.From the perspective of research methods,the prosperity and application of Qualitative Comparative Analysis,Social Network Analysis,Network Value Analysis and so on which focuses on the combination with domain knowledge also provides new solutions and methods for the research and practice of public security and safety data governance.Therefore,this study will concentrate on public security and safety data governance,which has theoretical value and practical significance.Considering that various governance elements are involved and the context field of public security and safety governance also increases the complexity of data governance activities,the systematic and collaborative characteristics of government data governance can’t be ignored.This research arranges the key research topics of public security and safety data collaborative governance based on "The Integrative Framework for Collaborative Governance" proposed by Kirk and Tina.The main research contents include three parts:Part one focuses on the driving mechanism of public security and safety data collaborative governance.The crucial objectives of public security and safety data governance are firstly defined.Then,taking “Health Code” data governance as an example,the study constructs an analysis framework of influencing factors on health code data governance effectiveness and performance based on the TOE framework.The fuzzy set qualitative comparative analysis method is used to test the multiple concurrent synergistic effects of different configurations consisting of factors from technological,organizational,and environmental dimensions.At last,the study summarizes the construction and optimization countermeasures of the driving mechanism of data collaborative governance.Part two concentrates on the dynamics of public security and safety data collaborative governance.On one hand,it constructs a collaborative governance activity model of public security and safety data based on Activity Theory to analyze the operation mechanism and collaborative framework.On the other hand,taking the food safety data governance practice in Lanzhou as an example,the research empirically analyzes the characteristics and structure of collaboration networks in the process of data governance.The comparative study between ideal collaborative mechanisms and practical collaboration network provides suggestions and enlightenment for government organizations to deploy public security and safety data governance activities.Part three explores the output mechanism of public security and safety data collaborative governance.The research aims at identifying the main difficulties faced by the public security and safety data governance practice from the perspective of technology,organization,and environment framework,which derive from the challenges of deep-seated value dimensions.Therefore,taking the value of data governance as the core of the output mechanism,the value generation framework of public security and safety data collaborative governance is constructed.Using the value network analysis method and taking the example of food safety data governance practice in Lanzhou as well,the study analyzes the value generation logic and the crucial realization path of value creation of data collaborative governance.In general,from the perspective of the Integrative Framework for Collaborative Governance,this study integrates the complex problem domains of public security and safety data governance research.Firstly,using the case of Health Code data governance practices,the study constructs the data governance efficiency and performance analysis framework based on the TOE framework to test the synergistic effect of influential factors which derive from technological,organizational,and environmental dimensions.The results show three paths to improving data governance performance,that is technology-oriented type,technology-organization balanced type and organization-oriented type driven by technology and environment.Secondly,as to the solution of core scientific problems,this study explores the mechanism of collaborative governance of public security and safety data based on Activity Theory.Taking Lanzhou municipal food safety data governance as an example,this research also analyzes the practical collaborative network characteristics of data governance,especially exploring the influence of key nodes and generation of condensed subgroups.Finally,the main supporting research content is the identification of challenges of public security and safety data collaborative governance based on the TOE framework.Constructing the value generation framework of the data collaborative governance based on the value network model and elaborating the concrete connotation of three core concepts of value,core competence and relationship is essential.Through the value network analysis of Lanzhou municipal food safety data governance,this work pays attention to the value network participants,value links and value network map formation during data governance,which clarifies the basis of the value creation process of public security and safety data governance.The innovation of this study is mainly reflected in the following three aspects.First,combing with the public security and safety governance context,this research explores the government data governance oriented to the thematic decision-making field,which not only enriches the existing research results but also contributes to building the knowledge system of data governance research in various thematic domains.Second,based on the Integrative Framework for Collaborative Governance,this study coordinates the research topics of data governance with complex problem domains.The essential problems of public security and safety data governance include driving mechanism,dynamics mechanism and output mechanism.The research results provide strategic planning and action design guidance for different organizations to deploy data governance activities.Third,qualitative and quantitative research methods are mixed and adopted.The selection of research objects not only focuses on the Health Code data governance practices nationwide but also focuses on the food safety industry in Lanzhou as an example to explore the specific municipal practice.Consequently,the research conclusions have both integrity and flexibility,both constructiveness and practicality.Meanwhile,there are still some deficiencies in this study.The first is the limitation of the research perspective.This research comprehensively considers the synergistic characteristics of government data governance.However,there are still other important research topics not involved in this study from the perspective of systematicness,openness,and complexity of contradictions about public security and safety data governance.The second is the limitation of the analysis framework.As to the overall analysis framework of this research,in addition to the three core issues concerned,there are still other important issues on the collaborative governance of public security and safety data,such as organizational role and exploration of data ownership,ethical issues of data governance and data justice.Besides,when constructing the analysis framework of influencing factors about health code data governance efficiency and performance,factors such as resource input and the technical participation ability of Internet enterprises are not considered.The third is the limitation of case selection.When exploring the factors influencing data governance effectiveness and constructing the collaborative mechanism of the public security and safety data governance,Health Code data governance and Lanzhou municipal food safety data governance practice are selected as an example.On one hand,due to the complexity of Health Code application and food safety supervision as well as the limitations of field survey,it is still insufficient to comprehensively grasp the overall picture of the data landscape and the interaction status among relevant institutions.On the other hand,the data resources generated from different fields such as natural disasters,accident disasters,public health,and social security,have diversified characteristics and business situations.Therefore,taking public health as an example to conduct relevant research on public security and safety data governance has failed to capture the details.In future research,it is necessary to further consider and explore other significant research topics,the details of public security and safety data governance,as well as the revision and improvement of the proposed theory in this study. |
