Public security is the first fundamental requirement of people after they solve the clothing and food problem.It is vital to people’s livelihood and the most basic environment for development.Meanwhile,it is also the guarantee for economic development and social progress.Furthermore,public security governance is also essential to modernizing a country’s governance capacity and system.In the era of big data,high uncertainty has become an endogenous factor and essential feature of public security governance.Various high uncertainty risks are intertwined,presenting characteristics such as suddenness,diversity,complexity,duality,and other features,which is also the deep-rooted reason for the emergence of many new types of public safety governance problems in the big data era.The perspective of uncertainty theory can rationally and scientifically understand the objective fact that uncertainty risk cannot be resolved entirely.Its connotation definition,value orientation,way of thinking,governance strategies,methods,and means help people grasp uncertainty risk from the two perspectives of "opportunity" and "risk." Addressing public security governance issues brought about by uncertainties and risks with a holistic,systematic,and rule-of-law approach is highly consistent with the requirements of public security governance in the era of big data.Therefore,based on the perspective of uncertainty theory,this paper takes S province as an example to deeply analyze the characteristics,types and evolution rules of public security risks in the era of big data,and discusses the status quo,experience,dilemma and influencing factors of public security governance in the era of big data.On this basis,relevant countermeasures and suggestions are proposed to improve public security governance capability in the era of big data.The findings are as follows: First,the current public security governance has achieved remarkable results in escorting economic and social development.Second,the traditional rigid governance model based on the value orientation of "risk prevention and control" is increasingly difficult to adapt to the needs of public security governance in the context of the overall growth of uncertainty factors in the era of big data,and faces multiple difficulties in cognition,system and implementation.Third,public security governance in the era of big data needs to introduce the perspective of resilience into the field of public security governance,focusing on the integration of technological advantages of digital governance and institutional advantages of resilience governance,so as to break the thinking limitations and adaptability dilemma of efficiency first under the pragmatic guidance of traditional governance model,and achieve a dynamic balance between the initiative of governance subjects,institutional rigidity and governance resilience.Based on the above analysis,this paper proposes a "technology-resilience" two-way enabling governance model for public security in the era of big data.In other words,enhance the capacity of public security governance from the aspects of enhancing the ability of cognitive innovation,improving the ability of system creation,and improving the ability of implementation,so as to cope with the highly uncertain risks of public security governance in the era of big data,and achieve the public value goals such as effective governance.
