With the continuous and in-depth advancement of the application of digitalization in the entire social practice,The trend of normalization of data application,diversification of data governance subjects,and complexity of public affairs will continue to increase,The logic of "collaboration" has also been highlighted in theory and practice.Digital technology development provides the necessary technical support and data resources accumulation for government data governance,complex social problems have given rise to the demand for cross-border collaboration,the concept of data production factors has been further clarified at the national policy level,multi-entity collaboration in the field of data governance has become an important element of national governance reform practices.Despite the explosive growth of cross-sectoral public-private partnerships for government data governance around the world,there are still many problems in the current practice of public-private partnerships in government data governance,resulting in the failure to maximize the value of data,greatly limiting the ability of data collaboration to solve social problems and restricting the sharing of the fruits of digital governance among multiple actors.The current public-private partnership in government data governance is a complex issue both in theoretical research and in real practice.Although some research and practice of cross-departmental collaboration,information resource sharing,and multi-agent governance have laid a foundation for us,the particularity and complexity of specific data governance scenarios still need more research.the relevant research results of domestic and foreign public management research over the years,as well as a large number of practical activities of governments around the world and at all levels.All of them provide a theoretical basis and practical experience that are hard to replace for further research and strengthening the implementation effect today,and are ground-breaking and enlightening.The normalization of the application of data in the field of social management has strengthened the coexistence of multiple governance subjects in the field of government data governance,which has laid the foundation for the action experience of collective action and collaborative governance by multiple subjects.This study analyzes the phenomenon of public-private collaboration in the field of government data governance in a complex context in practice.Based on the empirical facts of current public-private collaboration practices in the field of government data governance,we summarize the patterns of collective collaboration between government and corporate subjects in the context of government data governance and analyze the current subject structures and relationships of collaboration.Help us to have a general perception of the basic interactive appearance of public-private collaboration in government data governance.On the basis of sorting out related research,drawing on the research results of collaborative governance theory and institutional collective action framework,proposing an analysis framework based on the attributes of the actors,the attributes of the data and the three-dimensionality of the institutional situation,And through case analysis and quantitative testing to answer the question of how public-private collaboration in the field of government data governance can be achieved.Subsequently,based on the results of case studies and quantitative studies,try to propose strategies to effectively promote public-private collaboration in the field of government data governance.According to the current status of public-private partnership practice in the field of government data governance.Overall,the practice of public-private collaboration in the field of government data governance in China has achieved initial results in the formulation of relevant central and local policies,the construction of platforms and system projects,the sharing and open utilization of data,and the development of digital industrialization.Public-private collaboration in the field of government data governance starts from the early stage of innovative infrastructure construction management and operation and maintenance.It has gradually developed to the stage of in-depth collaboration based on data fusion and data processing technology,such as the joint development of government data by government and enterprises,and the fusion of government data and social data.At the same time,in the process of practice,there have also been problems such as the deviation of the results of public-private collaboration projects in government data governance,the involution of data infrastructure construction,the selective execution of data collaboration,and the formalization of participation by multiple entities.In terms of influencing factors and mechanisms of public-private collaboration in the field of government data governance,Case studies and quantitative research on public-private collaboration in government data governance found that factors such as the attributes of the subjects involved in the action,the attributes of the data involved in the collaboration,and the institutional context of the collaboration combine to determine the achievement of effective public-private collaboration in government data governance.However,for specific types of collaboration,the mechanisms of influence differ.In the established government data governance public-private collaboration scenario,the digital leadership of the actors,the perceived value of data,and clear institutional norms are the key factors that affect the performance of government data governance public-private collaboration.In terms of the strategy discussion of public-private collaboration in the field of government data governance,based on the results of case studies and quantitative research on public-private collaboration in government data governance,we attempt to provide empirical guidance on further improving the performance of public-private collaboration in government data governance from four aspects: building a cooperative network of actors,firmly establishing a risk prevention line for the whole process of data security,creating a cooperative institutional environment and nurturing a public value core.Focusing on the value-rational leading function of government subjects in public-private collaboration in the field of government data governance,with a view to promoting the orderly flow of data elements among government,market and society,expanding the scope of public-private collaboration in the field of government data governance,enhancing the effectiveness of public-private collaboration in the field of government data governance,and realizing the sharing of the fruits of digital governance among multiple subjects.
