development of the construction of digital China,and the new generation of "digital intelligence" formed under the role of the integration and development of big data and artificial intelligence The new generation of "digital intelligence" environment formed by the integration and development of big data and artificial intelligence has strongly promoted the innovation of industry,government governance,and application and service.The transformation of community governance into digital intelligence has become a major trend,especially after the occurrence of unexpected public events such as the COVID-19 epidemic,the governance dilemmas,grassroots conflicts and unexpected risks faced in the process of community governance have increasingly presented distinctive composite characteristics.In the face of these dilemmas,traditional community governance mostly relies on human dispatch and traditional offline service model,and the governance effectiveness cannot effectively solve the compound problems of community governance nowadays.Therefore,it is necessary to actively use digital intelligence to protect and improve people’s livelihood and promote the construction of Internet+community governance" model to enhance the effectiveness of community governance.According to the existing research,digital intelligence can play a role in improving public opinion management,life services and government services,and is an important tool and means to promote the development of effective community governance.However,in the process of promoting digital intelligence-enabled community governance,it also faces problems and contradictions such as identity transformation,and there is a certain mismatch between the abstraction,simplicity and macroscopic characteristics of digital intelligence-enabled governance and the figurative,complex and microscopic characteristics of community governance.In general,the exploration of digital intelligenceenabled community governance is still in its initial stage,and the influencing factors and mechanisms of digital intelligence-enabled community governance are still unclear and need to be studied.Based on the above background,it is necessary to study the influencing factors and mechanisms of digital intelligence-enabled community governance.This paper defines digital intelligence-enabled community governance as a community governance process that uses artificial intelligence,big data,cloud computing and other information technologies to provide community residents with a sense of security,access and happiness as the main goal,and to provide community residents with convenient,fast,transparent and fair services based on residents’needs,good living,multiple organizations as the main body,digital intelligence technology as the means and resource integration.The process of public service.It is a process in which multiple subjects participate together,and each subject plays its own social attributes and roles to improve the services in community governance and enhance the experience and perception of community residents.Therefore,while studying the influencing factors and mechanisms of community governance,we can provide effective references and suggestions in policy formulation.Therefore,this paper focuses on the content of digital intelligenceenabled community governance and explores the following three questions.(1)What are the key influencing factors in the process of digital intelligence-enabled community governance?The influencing factors of community governance have been researched in China,but there is no research on the influencing factors of digital intelligence-enabled community governance,and the similarities and differences between the influencing factors of digital intelligence-enabled community governance and traditional community governance are also the basis of this paper and the subsequent research.(2)What is the mechanism of interaction between these influencing factors?Only by clarifying the mechanisms of interaction among the influencing factors can we better study digital intelligenceenabled community governance,and through this part of the theoretical study,we summarize the corresponding policy recommendations and practical suggestions.(3)What are the boundary conditions that affect the relationship between the influencing factors?This paper explores the direct and mediating effects,as well as some of the moderating effects in the process,so as to give practical theoretical guidance.Based on the literature review,interview research,and empirical analysis,this paper uses the rooting theory to interview and research 133 people related to community governance in 43 communities across China,forming 1466 minutes of interview recordings and 159,200 words of text content,and after analyzing the main influencing factors through coding,then conducting theoretical research and discussion on these influencing factors,and making improvements and adjustments on the basis of the mature scale to form the The scale was improved and adjusted on the basis of the mature scale to form a measurable and operational scale.The data required for the empirical analysis were collected through the measurement and research of community residents,community workers,property owners,social organizations,and neighboring enterprises,and then a structural equation model was constructed to carry out the empirical study.The main findings of the whole research process are as follows:First,the main influencing factors in the process of achieving digital intelligence-enabled community governance were sorted out.The qualitative study based on the rooting theory resulted in a coding list of factors influencing the realization mechanism of digital intelligenceenabled community governance,and summarized nine factors that mainly affect the realization mechanism of digital intelligence-enabled community governance,namely,the level of community development,the construction of community workers,the situation of residents’ self-governance,the degree of community social cooperation,the basic situation and surrounding environment of the community,the situation of community services,the level of community intelligence,the level of property service level and the overall evaluation of digital intelligence-enabled community governance.Based on the above qualitative analysis results and related theoretical research analysis,we can generally understand the basic mechanism of digital intelligence-enabled community governance,in which the overall evaluation of digital intelligence-enabled community governance as a dependent variable is influenced by other influencing factors.Second,the factors and mechanisms that directly influence digital intelligence-enabled community governance are explored.The research results show that the variables of community development level,community worker team construction,community basic condition,community intelligence level,and property service level show a significant positive relationship with the overall evaluation of digital intelligenceenabled community governance,i.e.,when the community residents feel efficient and high-quality community resources,services and personnel,the overall evaluation of digital intelligence-enabled community governance by the community residents will be better,and vice versa,when the residents When the residents’ perceived community resources,services,and staff ratings decrease,their overall evaluation of the dependent variable of digital intelligence empowered community governance will also decrease.Third,the mediating role of the degree of community social synergy and the community service situation was explored.In the course of the empirical study,it was found that the degree of community social synergy plays a mediating role in the process of community worker team building influencing digital intelligence empowered community governance,that is,the community worker team can act on the overall evaluation of digital intelligence empowered community governance through the degree of community social synergy,respectively.The degree of community social synergy refers to the various social resources that a community can integrate and mobilize through the grassroots government and related workers,which is also referred to as social support in some studies.The research results show that the community service situation also plays a mediating role in the process of community worker team building to influence digital intelligence empowered community governance,that is,the community worker team influences the overall evaluation of digital intelligence empowered community governance through the community service situation.The types of community services are diverse,and the level of community workers’ competence often directly affects the evaluation of community residents’ satisfaction with community services,and competent community workers are often able to plan community services that better meet residents’ needs.Fourth,the moderating role of residents’ self-governance is analyzed.Resident self-governance is the motivation and behavior of community residents in the public sphere to benefit others or to enhance social wellbeing,and it is also a reflection of the awareness and ability of community residents to participate in politics.The results of the empirical study indicate that residents’ self-governance plays a moderating role in the process of community workforce development in the process of digital empowerment of community governance,i.e.,the stronger the impact of community workforce development on digital empowerment of community governance when the community residents’ self-go vernance is better.Residents’ autonomy includes residents’ motivation for public service and residents’ sense of community political efficacy,which not only promotes residents’ overall perception of community governance,but also moderates the negative effects of the complexity and tediousness of digital intelligence-enabled community governance.Based on the above findings,this paper also puts forward relevant insights and suggestions:(1)strengthen team building and improve service level.The high requirements for community workers in digital intelligence-enabled community governance are more significant,not only need to have the ability of community service and government service,but also need to have the ability to use digital technology,use information system and digital intelligence-enabled thinking mode,in order to understand the diversified service needs of community residents and the work needs of community workers,so that they can help others to help themselves and get each other,and also to provide community workers with Provide skills training,employment services,health care and other information services,form a good information atmosphere,and provide a solid foundation for cultivating high-quality digital intelligence empowered community governance talents.(2)Collaborate with multiple actors and improve social support.With the support of digital intelligence empowerment,the connection of multiple subjects in community governance becomes closer and more achievable,so we should further promote and improve and achieve sustainable development,collaborate with the participation of all kinds of social forces,so that the government,market and society can experience a sense of participation,and achieve a multi-participation pattern that is difficult to achieve and complete in the process of traditional community governance,so that each subject will also strengthen the investment in community information technology,forming a A virtuous circle,deep integration to promote digital intelligence to empower community governance.(3)Create community culture and enhance community identity.Digital intelligence-enabled community governance is a governance means to influence residents’ lifestyles through information technology,and the integration of technology and culture to jointly enhance community residents’ awareness of participation and ownership is an important part of it.(4)Strengthen the support of technology and enhance the participation experience.Technology continues to innovate and develop,and digital intelligence-enabled community governance is a product and a means of governance at the current stage of information technology
