The reform of the comprehensive administrative law enforcement system in agriculture is one of the important carriers for building a government under the rule of law.It is also a key link to promote the government’s administration according to law and strict law enforcement.Since the comprehensive promotion of the reform of the agricultural comprehensive administrative law enforcement system.The grassroots administrative law enforcement field has produced a wealth of reform experience,and has also shown a large number of reform problems.This article takes the experience of the reform of the agricultural comprehensive law enforcement system in 4 provinces and 19 counties(cities)as an analysis sample.This article discusses how grass-roots comprehensive agricultural law enforcement agencies implement reforms,and autonomously mobilize their own administrative resources to debug law enforcement methods to get closer to the reform requirements of the central government.Based on this,this article discusses the whole process and internal logic of the top-down practice of the reform of the comprehensive administrative law enforcement system in agriculture.This article focuses on the system design of the central reform and the independent commissioning of the grassroots.The goals of the central government broadly include three aspects: strengthening the horizontal integration of law enforcement agencies,promoting the extension of law enforcement power to the grassroots society,and improving the standardization of law enforcement power operation.Under the planned target design,the central government mainly promotes grassroots agricultural law enforcement agencies to adjust their internal organizational structure through the implementation of the "three fixed plans" of law enforcement agencies and control reforms.At the same time,through "demonstration creation" activities,local governments are encouraged to invest in reform resources,promote the upgrading of law enforcement agencies,and form an organizational structure of law enforcement agencies that basically meets the reform requirements.However,the implementation of the reform plan for the comprehensive agricultural law enforcement system has not been smooth.Regarding the integration of law enforcement agencies,the integration of county-level agricultural comprehensive law enforcement agencies mainly relies on negotiations between the agricultural administrative department and the county-level government.Factors such as the nature of the organization,financial support capacity,and the number of local establishments directly determine the way the organization and functions are integrated.Local agricultural law enforcement entities have shown problems in the reforms such as different levels of integration of law enforcement powers,double overlapping of powers,and unreasonable personnel structure.In terms of division of functions,the division of powers and division of functions of law enforcement agencies at the provincial,city,and county levels are not the same,and law enforcement tasks are often transmitted up and down along the administrative model of the same structure of responsibilities,and the transmission of functions and tasks is relatively chaotic.The main body of agricultural administration at the grassroots level has to rely on the internal "party group meeting" to adjust the division of labor expediently,and once again cut off the power of law enforcement.In the vertical configuration of law enforcement powers,the selective decentralization of county-level agricultural comprehensive law enforcement agencies and the limited law enforcement powers of townships have led law enforcement entities at the township level to adopt "selective law enforcement".After the organizational framework of law enforcement agencies and the allocation of law enforcement powers have been basically completed,the grass-roots comprehensive agricultural law enforcement agencies have begun to carry out more micro-specific reform practices.It better meets the central reform requirements through self-adjustment and promotes effective coordination within the organization.Specifically,the grassroots comprehensive agricultural law enforcement agencies have focused on adjusting their working mechanisms around the need for "comprehensive law enforcement".It mainly includes the organization and division of labor and mode of action at the beginning of law enforcement,information acquisition and internal supervision in the process of law enforcement,and case quality management at the end of law enforcement.At the beginning of law enforcement,the integrated agricultural law enforcement agencies formed a line division model and a segment division model after the integration.However,its daily law enforcement mainly adopts the "order dispatch mode" for law enforcement tasks.Law enforcement officers form new action units based on the requirements of "law enforcement orders" and decompose and implement law enforcement actions.In complex special operations,the comprehensive agricultural law enforcement agency further integrates internal law enforcement resources to form an "action group",and promotes the extensive sinking of law enforcement forces to rural society through "netting operations" to increase the coverage of law enforcement forces.In the control link of the law enforcement process,when law enforcement agencies start to engage in comprehensive law enforcement activities with a long law enforcement chain and more complex tasks,the limitation of information collection and the difficulty of connecting different law enforcement links make the law enforcement process loopholes.The grass-roots comprehensive law enforcement entities have begun to actively move closer to information technology and use the information technology platform to control the process of law enforcement actions as a whole to ensure the orderly progress of the law enforcement process.The embedding of information technology can effectively restore the trajectory of law enforcement objects,establish management order,and promptly suspend illegal activities or initiate law enforcement procedures.Because law enforcement agencies have reshaped the source information extraction method,the form of law enforcement objects,and the distribution pattern of law enforcement forces,information technology platforms have become an important tool for the internal process control of agricultural law enforcement agencies.Through the information technology platform,comprehensive agricultural law enforcement agencies have improved their law enforcement capabilities and promoted the standardization of the law enforcement process.The reform has raised the requirements for the quality of cases,and the grass-roots comprehensive agricultural law enforcement agencies take the initiative to convert the pressure of administrative law enforcement supervision into the driving force of internal management to ensure that the case is resolved "without error." For conventional cases that are less difficult to resolve,the Comprehensive Agricultural Law Enforcement Agency relies on internal professional guidance,refinement of discretionary benchmarks,and review of case files to ensure the standardization of the case.For complex cases,collective discussions and internal and external linkages are the main methods used by grassroots comprehensive agricultural law enforcement agencies to manage the quality of cases.The continuous internal case file review system can force law enforcement personnel to improve the level of case resolution,and "excellent case files" can also guide law enforcement personnel to a standardized case resolution model.Autonomous management of the quality of cases is an active response of comprehensive agricultural law enforcement agencies under the requirements of standardization of law enforcement.In this process,the comprehensive agricultural law enforcement agencies used not only formal systems and legal resources,but also demonstrated unique experience.The reform actions of the central and local governments have shown that under the authoritative system,the internal logic of the reform of the comprehensive agricultural administrative law enforcement system includes two aspects: unified planning and independent debugging.The central government tends to plan the reform plan of the comprehensive agricultural administrative law enforcement system in a unified manner.It sets a clear framework for the allocation of power and functional boundaries of the comprehensive law enforcement power,but it still reserves space for grassroots autonomy in the allocation of law enforcement resources and the adjustment of the organization of law enforcement agencies.The grassroots comprehensive agricultural law enforcement agencies,which are deeply embedded in the local organizational structure and resource supply,need to adapt to the requirements of the reform of the comprehensive agricultural administrative law enforcement system through independent debugging,and promote the smooth operation of the internal coordination of the agency.The independent commissioning of reforms relies on the ability of the grassroots comprehensive agricultural law enforcement agencies to control internal divisions,link information resources,and coordinate the deployment of law enforcement resources.Under the above-mentioned reform model,the enthusiasm of the central government’s decision-making power and the reform implementation power of the grassroots has achieved dual activation,and the two perform their own duties and complement each other.Moreover,when the grassroots have the autonomy of implementation,different regions have produced different debugging experiences for comprehensive agricultural law enforcement agencies.This means that China’s agricultural comprehensive administrative law enforcement system reform has a unique mode and internal debugging path that can achieve interaction between top and bottom.
