Study On Agricultural Comprehensive Administrative Law Enforcement Problems And Suggestions

Governing the country according to law is the fundamental strategy for the Party to lead the people of all ethnic groups in the country in governing the country.Agricultural comprehensive administrative law enforcement is an important part of administrative law enforcement in the rule of law.It is of great significance to promoting the construction of a socialist country under the rule of law that improving comprehensive agricultural administrative law enforcement.With the profound changes in the rural economic structure and the deepening of the reform of administrative law enforcement,agricultural comprehensive administrative law enforcement has also exposed a series of problems,such as imperfect systems and mechanisms,weak law enforcement teams,irregular law enforcement procedures,and unscientific function settings.In response to these problems,this thesis conducts an in-depth study of agricultural comprehensive administrative law enforcement.The research contents are as follows:(1)Selecting Gaomi as the research object,this thesis introduces the general situation of agriculture in Gaomi City,the development process,staffing and institutional setting of agricultural comprehensive administrative law enforcement in Gaomi City,and specifically studies the experience and practices of agricultural comprehensive administrative law enforcement in Gaomi City,including: strengthening policy release,promoting law enforcement norms;Strengthen source governance and improve quality and safety;carry out joint law enforcement to tackle difficulties in law enforcement;carry out law popularization and publicity to enhance public awareness.(2)Analyze the problems in agricultural comprehensive administrative law enforcement:first,the institutional setting is unreasonable,the guiding relationship is inconsistent,and agricultural law enforcement is weakened;second,the function setting is imperfect,including inconsistent functions between superiors and subordinates,and functions are adjusted arbitrarily;third,the law enforcement guarantee is insufficient,the agricultural law enforcement funds are insufficient,and the personnel promotion mechanism Incomplete;fourth,law enforcement behavior is not standardized,there is abuse of discretionary power,law enforcement procedures are not standardized,and education and training is lacking;fifth,the law enforcement team is weak,including insufficient personnel,and the entry threshold is not high.It is one of the important parts of this paper to optimize the institutional setting and solve the fundamental problem of agricultural law enforcement.This thesis uses SWOT analysis to analyze the current agricultural comprehensive administrative law enforcement models under the three law enforcement bodies,and choses the best one.(3)Based on the Mckinsey 7s Model,the research on agricultural law enforcement countermeasures was carried out,and reasonable countermeasures and suggestions were given from seven aspects including strategy,structure,system,skill,staff,style,and shared values,including improving institutional settings,clarifying law enforcement functions,strengthening law enforcement guarantees,standardizing law enforcement behaviors,strengthening team building,enhance team strength,and strengthening strategic planning.In order to improve the efficiency and ability of comprehensive agricultural administrative law enforcement,and further solve the problems of weak team strength and irregular law enforcement behavior,this thesis proposes an innovative law enforcement method—the construction of law enforcement informatization.Finally,by comparing the situation of the Agricultural Comprehensive Administrative Law Enforcement Team in Gaomi City in the Comprehensive Administrative Law Enforcement Bureau and the Agriculture and Rural Affairs Bureau,it is feasible to verify that the countermeasures assigned to the Agriculture and Rural Affairs Bureau model are feasible.Agricultural comprehensive administrative law enforcement plays an important role in implementing the strategy of ruling the country according to law and promoting the construction of a socialist country under the rule of law.It is imminent to optimize the system and mechanism of agricultural comprehensive administrative law enforcement and improve the effectiveness of agricultural comprehensive administrative law enforcement.Through the research of this thesis,it is expected to have a certain guiding role for the system construction of agricultural comprehensive administrative law enforcement.
