Research On The "Great Comprehensive Integration" Administrative Law Enforcement Reform Of Wenzhou Lucheng District

The "Great comprehensive integration" administrative law enforcement reform is a reorganization and overall reform of the administrative law enforcement system.It is also an important starting point for promoting the construction of a rule-of-law government,and improving the modernization of the grassroots governance system and governance capacity.Zhejiang Province is the only national pilot project of "Great comprehensive integration"administrative law enforcement reform in China,and the reform has achieved certain results and accumulated experience.How to further the "Great comprehensive integration"administrative law enforcement reform has become the focus of the governments at all levels,and it is also the direction of thinking that comprehensive administrative law enforcement in the era of rule of law.This paper firstly discusses the research background and significance of this paper,analyzes the research status at home and abroad.It also puts forward the research ideas,research methods,research content,innovation points and deficiencies of this paper.And this paper expounds the main concepts,as well as the guidance of holistic governance theory and collaborative governance theory.On this basis,this paper introduces the four stages of China’s comprehensive administrative law enforcement system reform and the basic characteristics of"Great comprehensive integration" administrative law enforcement reform.Then,this paper introduces the practical investigation of the "Great comprehensive integration" administrative law enforcement reform in Lucheng District,Wenzhou City.It includes the basic situation of the Wenzhou Lucheng District Comprehensive Administrative Law Enforcement Bureau,as well as the background,goals and tasks,main reform measures and practical results of the"Great comprehensive integration" administrative law enforcement reform in Lucheng District of Wenzhou City.And it also analyzes the problems and constraints of the "Great comprehensive integration" administrative law enforcement in Lucheng District,Wenzhou City.Lastly,this paper puts forward suggestions on promoting the reform of "Great comprehensive integration" administrative law enforcement in Lucheng District of Wenzhou City from five aspects:improve the coordination and cooperation mechanism for comprehensive administrative law enforcement,improve administrative law enforcement supervision,strengthening the supporting guarantee for comprehensive administrative law enforcement,strengthening the standardized construction of law enforcement teams and stimulate the vitality of the cadre team.And draw lessons that can be used elsewhere.The topic of this paper is novel,Wenzhou has always been the "vanguard" of reform,with the experience of first trial and first implementation,and the research based on this topic selection is cutting-edge and innovative.At the same time,the research perspective is novel,starting from the perspective of grassroots law enforcement personnel,combined with the daily work of law enforcement personnel,and using case analysis to systematically observe the whole process of "comprehensive integration" administrative law enforcement reform,which is somewhat innovative.However,there are still shortcomings in this paper,such as the lack of research results related to the "grand comprehensive integration"administrative law enforcement reform,and the relevant empirical research that is in line with the actual situation of grassroots government reform needs continuous follow-up research.
