| At present,the modernization of spatial governance capability and governance system is a hot topic during development,and how to achieve it is also a prominent topic of discussion in academic community,which has strong practical significance.However,the Administrative Zoning Resource Theory and the requirement to improve the adjustment standard system proposed by General Secretary Xi Jinping have made the problem of the adjustment of regionalism,which is naturally linked to spatial governance,a more urgent need for research.The adjustment of administrative divisions is related to the optimization of urban spatial structure and the improvement of urban system,and also has a positive impact on improving the efficiency of spatial governance and adjusting the spatial development order.At the same time,the development of small and medium-sized cities is getting more and more attention.How to guide the orderly flow of population,guide the rational transformation of the county,and improve the quality of development and the relationship of regional structure from the bottom up is also a current hot topic.Under this triple background,the adjustment of administrative divisions of prefecture-level cities has important research value.Taking Sanming City,Fujian Province as an example,this study follows the technical route of theoretical research,practical application and suggestions and summary.In the part of theoretical research,this study first analyzes the internal contradictions in the practice of the administrative division adjustment,and summarizes the adjustment of the relationship with the current situation,the purpose,and the normative guidance quality.Then,from the perspective of spatial relationship,integration relationship and spatial production,this study conducts in-depth research on the administrative divisions,the form of prefecture-level administrative districts and the adjustment risks of the administrative districts,and made a theoretical foreshadowing for responding to the adjustment contradictions by expanding the spatial significance of the administrative districts,more comprehensive understanding of the value of prefecture-level cities and more specific understanding of the adjustment risks.Finally,after demonstrating the agreement of object,objective and logic,this study constructs an administrative division adjustment system of prefecture-level cities from the perspective of structural functionalism.The system is divided into four parts,namely Dahu adjustment perspective,adaptation adjustment perspective,dimension adjustment perspective and integration adjustment perspective.It mainly analyses the development of the case region on the premise of promoting orderly development,characteristic development,consensus development and coordinated development,and then forms the adjustment plan.In the practice part,according to the constructed paradigm framework,this study uses quantitative research methods such as field intensity model,breakpoint model,Markov chain model,gray GM(1,1)model,In VEST model,marginal utility measurement model,social network analysis,etc.,and combines qualitative research methods such as historical literature research and questionnaire analysis to analyze and evaluate the regional development situation of Sanming City from four aspects: the regional development pattern,the spatial background conditions,the regional internal relations,and the constraint influence of the administrative district on cross-regional development.In the analysis of regional development pattern,this study conducts a full time analysis of the development radiation impact,development trend and development capacity within the scope of Sanming City,including the past,present and future and has a full understanding of the development status of Sanming City’s core development area.In the analysis of spatial background conditions,this study objectively describes the overall spatial background conditions of Sanming City from three perspectives of ecological space,production space and social management service space.In the analysis of regional internal relations,this study combs and grasps the objective and subjective regional internal relations by means of historical retrospection of the administrative district and resident investigation.In the analysis of the constraint influence of the administrative district on cross-regional development,this study evaluates the possible constraints in the administrative division adjustment of Sanming City in terms of boundary constraints and structural constraints.The study finds that the administrative division system and the form of prefecture-level cities are of great significance to social development.Administrative division is a social space narrative framework with integrated connotation based on geographical space,and it is also the basis for the existence of social spatial geography.The spatial relationship of administrative division construction is three-dimensional,which is not only beneficial to the control of management risk,but also beneficial to the diversification of regional development significance.It is the cognitive basis for us to understand development problems from the dialectical perspective of whole and part.Administrative division can also be regarded as a spatial disembodying mechanism,which provides the institutional basis for the realization of flexible development models such as enclave economy.The form of prefecture-level municipal district has an important connotation of integrated development.A prefecture-level city is a composite relationship of urban and rural development,a relationship of center-to-edge regional structure,and a regional combination relationship that can balance development.It is its important mission to achieve the overall social development within the scope.The administrative division adjustment can be regarded as the production of space.With diversified understanding,the adjustment risk has different occurrence mechanisms,which can be reflected in the three realistic levels of geographical conditions,development level and social stability.the structural functionalism view of nonlinear structural causality can link the theoretical path between the adjustment plan and the practical impact.The effect of specific functional structure,promoting specific regional development state endows the administrative division adjustment with a new rational interpretation method,which can also become a more clear adjustment goal.All of these have reference value for thinking about the adjustment of administrative division adjustment of prefecture-level cities.At the same time,as far as the current development of Sanming City is concerned,it is of great significance to make the central urban area bigger and stronger and promote the optimized construction of the core development area for its overall development.It is reasonable and feasible to realize the expansion of the administrative region.The strengthening of the central urban area can not only enhance its ability as the development engine,better promote the development of other counties,but also coordinate and integrate the internal resources of the core development area,optimize the regional development status,and finally achieve the orderly development of the region.The central urban area and the surrounding areas have high social development efficiency,which can better transform the input of public services,guide the direction of possible flow of population in the future,and better provide capital,technology,services and other support and guarantee for the characteristic development of the surrounding areas.At the same time,the expansion of the administrative region of the urban area in Sanming City has a good social foundation.At present,the urban area has some historical and cultural links with the neighboring Yong’an City.Social integration has a public basis and has less obstacles,which meets the requirements of consensus development.Through the further integration of the development of the integrated core area,the opening of the "Shaxi Axis" from north to south can not only enable the large-scale development of the core area of Sanming City,but also have an important impact on the coordinated development of the three cities as the route connecting Nanping,Nantong,and Longyan in the north.and even the hub area at the core of central Fujian which is also of great significance to the deepening of coast-mountains cooperation in Fujian Province.In addition,the Mingxi’s turning county into district can directly improve the spatial relationship between Sanming City and other counties,and the construction of economic zones such as the all-for-one tourism zone will also help to improve the regional development of Sanming City.Referring to the reality of Sanming,this author also gives more thought on the administrative division adjustment of prefecture-level cities,and believes that the administrative division adjustment in the future should have three orientations consciously: adjusting and linking the optimization of core development zones,adjusting and linking the development guidance of functional zones,and adjusting and linking the development and co-construction of the collaborative zones.This study also discusses the improvement of the standardization system for the administrative division adjustment,mainly from the aspects of population density and urban construction level,etc.,and discusses the constraints that can occur when cities with the similar size as Sanming City want to turn county into district.
