Systematic Recognition And Evaluation Index Of Green Railway Engineering Towards Sustainable Development

Under the guidance of sustainable development consensus,“green” had become the underpinning of development.As the key infrastructure of green transportation,railway engineering faces some new challenge of complex working conditions,high-quality development requirement and international competition situation while it is developing rapidly,which leads to the realistic demand of building green railway engineering(GRE).Although railway engineering has excellent "green gene" in China,the “consensus lackness” is the root-cause which hinder the sustainable development of GRE.So “cognitive model rebuilding” and“evaluation index innovating” of GRE were put forward as a research topic,which is proposed to solve the key problems including “systematic conceptual model construction”,“value and target analysis”,“the goal realization process and key affecting factors”,“evaluation index system construction and application”,to provide a theoretical basis for consensus construction and formation.The research work and main conclusions are as follows:(1)Using modified Hall 3D structure and Wuli-Shili-Renli system method(WSR),this article build a connotation model of GRE base on the systematic concept arrangement and connotation expansion,and put forwad that GRE is a combination of 3-full green in connotation levels,structure units,and construction process.Among that,the full green of connotation levels conduct expected green value analysis,the full green of structure units conduct personal green value analysis,and the full green of construction process conduct GRE realizing path analysis.(2)Under the conduction of “full green of connotation levels”,GRE have 3 expected green values including ecological protection value,green strategic value and cultural leading value,which is echoing the triple bottom line principle(TBL)of sustainable development.Under the conduction of “full green of structure units”,GRE have 2 personal green values including environmental optimization value and technology research-and-development(R&D)value,which highlight its green advantages over similar projects.Under the conduction of “delivery value theory”,this article construct a target set to provide a basis for the firstlevel evaluation index of GRE.(3)Using the QZ project as a typical case,under the conduction of“full green of construction process”,this article analysis the targets realization process,influencing factors and its causalities,and build a system dynamic flow diagram of green railway engineering system,which reveal the achievement points is 3 basis(green scheme of planning,design and construction),4 status(ecological destruction,environmental pollution,land occupation,production consumption),1 key(status monitoring and optimization)and 2 improveing paths(technological innovation and cultural creation under the rules and thoery).Combaning the results of Field and questionnaire survey,this article refined 24 key affecting factors to “full green of construction process”,which provide a basis for the second-level or third-level evaluation index of GRE.(4)Locating the “post evaluation” for GRE evaluation to clarify the purpose of “reflect the participating value of GRE projects in the construction of ecological civilization”,this article desgined 4 first-level indicators — including “the green degree of engineering entity”,“the green degree of construction process”,“the value of green knowledge innovation”,and “the effective of green culture creation” — based on the target set in Chapter 4,and 19 second-level indicators based on the affecting-factors set in Chapter 5,and 45 third-level indicators based on the current standard or the system dynamic flow diagram.The three-level evaluation index System had achieved the formatic of cognition achievement,and the condensation of comprehensive characteristic indicators improves the flexibility of indicator application,both of them laid a foundation for broad consensus established.(5)The JH high-speed railway project is evaluated by using the evaluation index system,with a total score of 4.17,and the evaluation grade is two-star GRE project.This evaluation result is consistent with existing research results.The evaluation results reveal that the project not only shapes the quality of green engineering entity,but also trains new talents for the industry and contributes spiritual culture to the society.Although the green degree score of the construction process is slightly lower,its demonstrative and pioneering significance is still very obvious.In summary,JH high-speed railway is a typical green railway project.3 main innovations in cognitive paradigm,theoretical perspectives and indicators construct methods,including:(1)the application of two methods of cognitive system,form a new cognitive paradigm from system decomposition,nature,the respect such as integrated together things cognitive systematic,comprehensive and have positive sense to the cognitive model specification;(2)Define the unique value of green railway engineering from the perspective of project delivery value,and realize the concretization of the practical significance of green railway engineering;(3)The method of defining index attribution based on system dynamics flow diagram can reduce the dependence on traditional large sample statistical analysis methods to a certain extent.Generally speaking,the "systematic recognition" and "the evaluation index system construction" have causality of mutually dependent and circulating ascension,and answer the critical question of "what is GRE and how to determine it?" from concept connotation,value goal,the path of implementation,and evaluation index etc.,which provide the basis and reference for GRE evaluation standards,in order to promote the sustainable development of GRE in China.
