| With the acceleration of urban development and urbanization in China,the problem of incoordination between infrastructure construction and urban development is highlighted,especially in the field of water resources,which is manifested in four aspects,such as water security,water ecology,water pollution and water shortage.In order to solve the problem of water resources management,China proposed to promote the construction of sponge cities throughout the country,and selected two batches of 30 cities as the pilots which has become a hot spot for capital investment and has achieved certain construction results.While,there are still some problems in the process of construction: First,the understanding of the connotation of the sponge city was lacking and the municipal infrastructure words was equivalent to sponge engineering.Second,although there were certain technical breakthroughs in the construction of the sponge city pilots,there were no summary of systematic ideas.Third,the construction of the sponge city was mainly based on engineering construction,and lacked laws and regulations,top-level design,construction standards,and supporting concepts.Therefore,systematically combing the connotation of the construction of sponge city,clarifying the content of the construction of sponge city,exploring the support system of the development of sponge city,analyzing the connection of the internal factors,and searching for the key points of supporting the construction of the sponge city need to be solved urgently at both theoretical and practical levels.This paper comprehensively used systematic scientific theory knowledge such as systems theory,cybernetics and information theory and integrates multidisciplinary knowledge architectures such as architectural engineering,social sciences,economics,and management.First,on the basis of systematically combing and summarizing the experiences of constructing sponge cites of developed countries and the development status of sponge cities in China,this paper puts forward the connotation and related theory of the sponge city were put forward and the heterogeneity of sponge cities’ development were analyzed.Second,with the endogenous and exogenous influencing factors of the development of sponge city and the internal logic of the influence,a support system for the development of sponge city was constructed,which includes economic subsystems,social subsystems,ecological subsystems,and engineering subsystems.Third,with the system dynamics analysis model,the internal operating mechanism of sponge cities’ support system,the operational structure,operating paths,and key nodes among the internal elements were analyzed by the feedback loop and the model flow diagram was constructed.Finally,Wuhan Qingshan demonstration area,one of the pilot cities of sponge cities in China,was selected as an example to simulate the support system of sponge cities’ development,an anatomy of the problem tree was made on the basis of two key issues of the construction of sponge cities,promoting the new artificial sponge body and promoting the investment of social capital,and the optimization suggestions of "22345" were proposed,which have certain theoretical and practical guiding significances to the development of sponge city in China. |
