With the continuous decline of mineral resources reserves and the destruction of regional ecology, the sustainable development of mineral resource-based cities(MRBCs)is facing serious threats.Based on this, the Chinese government has formulated a series of policies to promote the ecological transformation of MRBCs.However, the ecological transformation of most cities has not achieved the desired results and the transformation has repeatedly fallen into difficulties due to various subjects involved in the process of urban ecological transformation, prominent structural contradictions, insufficient social security, ineffective policy implementation and many other reasons. Therefore,it is urgent to carry out research on the ecological transformation of MRBCs in order to successfully realize the sustainable development of MRBCs in the context of China’s ecological civilization construction. In view of this, based on the relevant theories of management, economics, ecology and other disciplines, this study comprehensively adopts evolutionary game, multi criteria comprehensive evaluation, system dynamics and other methods to carry out indepth research on the mechanism, performance evaluation, and improvement strategy of ecological transformation of MRBCs.Specifically, firstly, based on the analysis of domestic and foreign research progress, relevant theories and analysis models are integrated to construct a conceptual analysis framework for the mechanism of ecological transformation of MRBCs,which reveals its driving, restricting, conducting and other related mechanisms, and provides content guidance and theoretical framework for the research in the subsequent chapters of this dissertation.Secondly, based on the actual problems of the current ecological transformation of MRBCs,the causation mechanism and influencing factors of transformation difficulties are revealed by relying on evolutionary game theory and other theories.Thirdly, based on the above research results, combined with lifecycle theory, the ecological transformation process of MRBCs is scientifically divided into stages, and the performance evaluation index system of the ecological transformation of MRBCs is constructed.Subsequently, this study organically integrates of RS-EW-TOPSIS and other related comprehensive evaluation methods to conduct an empirical analysis of 109 MRBCs in China, and discussed the spatiotemporal evolution rules and characteristics of their ecological transformation performance from multiple scales such as regions and resource types.Fourthly, based on the evaluation data and results, the obstacle degree model is used to reveal the main influencing factors and the influence degree of subsystems that hinder the improvement of the ecological transformation performance of MRBCs from multiple classification perspectives.Fifthly, based on the game analysis and comprehensive evaluation results, the system dynamics model for the improvement of the ecological transformation performance of MRBCs is constructed.Taking Xuzhou and Chenzhou as samples, the effects of different scenarios on the improvement of the ecological transformation performance of MRBCs are discussed from multiple perspectives through simulation and scenario analysis. Finally, based on the above research results, this study constructs a strategy framework for promoting the ecological transformation of MRBCs,and then proposes strategies and suggestions to effectively promote the ecological transformation of MRBCs from multiple dimensions. The main research conclusions of this study are as follows:First, research on the mechanism of ecological transformation shows that:(1)The ecological transformation of MRBCs is a multidimensional concept that encompasses resources, ecology, economy, society, and other aspects, which embodying the concept of sustainable development.(2)The subjects of ecological transformation mainly include three categories of government, enterprises and social factors, and different interest demands lead to complex interactive relationships among them.(3)A conceptual analysis framework for the ecological transformation mechanism of MRBCs has been established, which mainly includes "3 main bodies,4 major goals,1major obstacle and 5 major supports".This framework clarifies the influencing factors and action transmission mechanism of the transformation and lays a theoretical foundation for subsequent research.Second, research on the evolution of the ecological transformation dilemma shows that:(1)The evolution and convergence of the strategies among the agents show a strong interaction. The high cost of transformation, low efficiency of regulation, weak ecological awareness, and interaction between subjects have caused and aggravated the transformation dilemma of resource-based cities.(2)The transformation process has staged characteristics. The transformation intensity of government and social factors,as well as the comprehensive benefits of enterprise and social factors are important factors affecting the selection of transformation strategies, and the effect of influencing factors is not the same in different stages of transformation.(3)Social supervision has a significant complementary effect on government regulation.However,high-intensity regulation has a significant crowding-out effect on the willingness of social factors to participate. Therefore, the government needs to strike a proper balance between regulatory intensity and public participation.Third, research based on the performance evaluation of ecological transformation shows that:(1)Overall,the ecological transformation of 109 MRBCs in China has achieved staged results. Most cities have entered the adjustment stage, but the overall performance is still low.(2)From the spatial perspective, the ecological transformation performance decreases gradually from East China to the Central China and then to the northeast, northwest and southwest regions. At the same time, the ecological transformation of MRBCs in China has obvious spatial aggregation effect, and the spatial promotion effect is significantly stronger than the drag effect.(3)From the perspective of resource type, the ecological transformation performance of oil cities is the highest, followed by ferrous metal cities, coal cities and non-ferrous metal cities, and there is heterogeneity in the ecological transformation of different types of cities.Fourth, research based on the influencing factors of ecological transformation performance shows that:(1)The restrictive effects of the four subsystems of ecological transformation of China’s MRBCs on the improvement of transformation performance are respectively social, resource, economic, and ecological, from high to low.(2)The main factors affecting the ecological transformation performance are population density, fiscal self-sufficiency rate, per capita disposable income of urban residents, public ecological concern, and marketization index.(3)The influencing factors of ecological transformation performance in mineral resource-based cities have significant heterogeneity in location, resource type, and transformation stage. Therefore, when formulating relevant policies, the city’s situation needs to be comprehensively considered.Fifth, research on performance improvement strategies for ecological transformation shows that:(1)The ecological transformation policy of MRBCs has achieved certain results, but the improvement speed is slow.At the same time, the same strategy scenario has different effects on improving the transformation performance of MRBCs in different transformation stages.(2)Optimizing industrial structure, enhancing technological innovation, strengthening environmental governance, promoting public participation, and increasing public budget expenditures all have long-term promotion effects on the ecological transformation of mineral resource-based cities. On the other hand, extensive economic development with a focus on accelerating economic growth only has short-term improvement effects, followed by a dragging impact.(3)The optimization of industrial structure has a relatively comprehensive improvement effect on ecological transformation, while other strategy scenarios have different degrees of defects, which require a scientific design of strategy combinations to achieve the best effect. In summary, this study broadens the perspective of research on the ecological transformation of MRBCs,improves relevant theories, methods, and models, and helps to promote the practice of ecological transformation of MRBCs in China. It also provides necessary theoretical support and empirical basis for policy formulation. This thesis includes 48 figures,65 tables, and 258 references. |
