Evaluation Of Ecological Restoration Of Coal Resource-based Cities In Heilongjiang Province Based On Urban Renewal

Promoting green development and harmonious coexistence between human and nature has been listed as the main objectives and tasks of the 14 th Five-Year Plan period in China.In recent years,Heilongjiang Province has thoroughly implemented the strategic deployment of the central government on the construction of ecological civilization and green development,and actively promoted the pollution control,transformation and upgrading of resource-based cities.While the coal industry in coal resource-based cities is developing at a high speed,their houses,streets,supporting infrastructure and environmental facilities are not coordinated with the urban development,and the city faces multiple problems such as exhausted natural resources,slowing economic development,fragile ecological environment.Therefore,this paper carries out ecological restoration evaluation research based on urban renewal,compares and analyzes the measures and suggestions for ecological restoration based on urban renewal,and provides reference for urban renewal and ecological restoration of coal resource-based cities in Heilongjiang Province.This paper takes the coal resource-based cities in Heilongjiang Province as research object,combines the actual situation of the coal resource-based cities,innovatively introduces urban renewal into the ecological restoration evaluation,and carries out research on the entire process from preliminary factual investigation,mid-term comprehensive management to real-time feedback and optimization adjustment in the later stage,so as to explore the ecological restoration evaluation method based on urban renewal.First of all,it carries out field research on coal resource-based cities in Heilongjiang Province,analyzes the characteristics of urban renewal and ecological restoration,and clarifies the action mechanism of ecological,economic and social factors on urban renewal and restoration of coal resource-based cities.Secondly,through PSR model,frequency analysis,membership analysis and other methods,the evaluation index system of ecological restoration of coal resource-based cities in Heilongjiang Province based on urban renewal is constructed.The comprehensive weight of the evaluation index is determined by the combination of analytic hierarchy process and entropy weight method,and the matter-element evaluation model of ecological restoration of the coal resource-based cities in Heilongjiang Province based on urban renewal is established,the comprehensive correlation degree of the evaluation index is calculated,and the evaluation grade is determined,so as to quantify the level of ecological restoration based on urban renewal.Finally,it takes Shuangyashan,Qitaihe,Jixi and Hegang as examples to carry out empirical research,compares and analyzes the evaluation results from the overall level,element level and indicator level,and proposes targeted suggestions for ecological restoration and urban renewal of green development,transformation and upgrading,ecological compensation,zoning and blocking,allocation of rights and responsibilities,supervision and control.
