The Evaluation And Promotion Strategy Of Resilience Of Social Ecosystem Of Resource-Exhausted Cities

At present,in the context of rapid urbanization,urban development is dominated by scale expansion and functional agglomeration,but lacks the ability to evade and cope with risks,which makes the city present great passiveness and vulnerability when resisting external disturbance and coping with internal pressure.To resource-exhausted cities with strong resource dependence,it is necessary to break through the development dilemma brought about by the exhaustion of internal resources and cope with the various disturbance of the external environment.The problems faced by resource-exhausted cities in the process of development are more complicated,involving economic,social and ecological aspects.The imbalance of social ecosystems is more serious,so it is urgent to strengthen the resilience of the social ecosystem.Based on the above,this study aims to improve the social ecosystem resilience of the resource-exhausted cities.And the study comprehensively analyzed the existing theoretical literature and related practical experience at home and abroad.Based on the connotation of social ecosystem resilience and the basic attributes of social ecosystem of the resource-exhausted cities,the research constructed the resilience evaluation system of social ecosystem of resource-exhausted cities.And based on that,the metrics were established from the two dimensions of resilience degree and resilience equilibrium,which classified the social ecosystem resilience of resource-exhausted cities.Different types of resilience promotion strategies were proposed.The content of this research is mainly divided into the following three aspects:Firstly,it analyzed the main problems of the social ecosystem resilience of resource-exhausted cities.And based on the connotation of social ecosystem resilience,8 key elements and 17 key indicators were selected from the three subsystems of economic production,social life and natural ecology.And the social ecosystem resilience evaluation index system of “Target layer-Thematic layer-Factor layer-Index layer” was constructed.Based on the basic theory of social-ecology,the three-dimensional theoretical model and vector evaluation model of social ecosystem resilience were established.The system for evaluating resilience of the social ecosystem of resource-exhausted cities had been formed.Secondly,25 prefecture resources-exhausted cities were selected as empirical objects.Their social ecosystem resilience and each subsystem resilience were evaluated separately.Based on the above resilience evaluation,the metrics reflecting the two dimensions of resilience degree and resilience equilibrium was established.According to the metrics,the social ecosystem resilience of resources-exhausted cities was classified into four types: “HR-B” type,“HR-UB” type,“LR-B” type and “LR-UB” type.And their respective resilience constraints were proposed.Finally,based on the classification of social ecosystem resilience and their respective constraints,different types of resilience promotion strategies were proposed: “HR-B” type should be driven by the innovation,leading the social ecosystem resilience improvement;“HR-UB” type should focus on the short board,targeted to enhance the resilience of the short board system;"LR-B" type should emphasize on shaping advantages,simultaneously improving the resilience of economic production system and social life system;"LR-UB" type should enlarge opening,primarily promoting the resilience of economic production system.
