Located between the Yangtze and Yellow rivers,the huaihe river economic belt is a relatively underdeveloped region,but one of the most promising in central and eastern China.Despite the rapid development of the huaihe river economic belt in all aspects of construction,however,the current deteriorating environmental quality can bring economic development across the region to a standstill.The ecological foundation of the huaihe river economic belt lies in water,and therefore the key to its protection and utilisation lies in water.In this context,it is necessary to introduce a new development concept and promote a new model of sustainable development in which people and nature promote each other and create an eco-economic belt with clear water,green land and blue sky.Accordingly,we should strengthen the ecological environment,explore the basic laws of new urbanisation,economic development and water environmental protection,promote high-quality economic development alongside new urbanisation,and promote ecological civilisation to build a"city-economy-environment" coupling mechanism for the huaihe river economic belt."The new urbanisation,economic development,water protection and environmental protection are all part of the same process.New urbanisation,economic development and the water environment are both mutually reinforcing and mutually constraining,and are inextricably linked to each other.In the process of new urbanisation,how to promote sustainable economic development and alleviate the pressure on the water environment is a key issue in the coupled socio-economic-ecological relationship.By establishing an evaluation index system for new urbanisation,economic development and water environment,this paper uses the entropy value method to measure the comprehensive development level of the three systems,the coupling model to measure the coupling level of the three,and the spatial econometric model to explore the dynamic factors driving the coupled and coordinated development of the three.The basic idea is to take the huaihe river economic belt as the research object,analyse the coupling relationship between new urbanisation,economic development and water environment in the huaihe river economic belt and the driving factors during 2010-2020,and propose policy recommendations to promote the coupled and coordinated development of the three systems in response to the empirical findings.The results of the study show that:(1)the comprehensive evaluation indices of new urbanisation,economic development and water environment of the entire the huaihe river economic belt between 2010 and2020 are all on an upward trend,with the comprehensive evaluation index of water environment showing a fluctuating growth,and the trends of the three comprehensive evaluation indices of new urbanisation,economic development and water environment in the eastern,northern and central-western regions are converging and the gap is narrowing;(2)During 2010-2020,the coupling index values of new urbanization,economic development and water environment in the whole huaihe river economic belt tend to be stable,the coupling coordination index increases year by year,the coupling degree is at the high level coupling stage,the coupling coordination degree level goes through the process of "barely coordinated-primary coordination-intermediate coordination-good coordination",the coupling degree and coupling coordination index of the three systems in each region and city are similar to those of the whole region,the coupling degree is also at the high level coupling stage,the starting point of the coupling coordination degree level of different regions and cities is slightly different,but at the end of the study they all reach the good or high quality coordination level;(3)The Moran index and the Moran scatter plot demonstrate that the coupling and coordination degrees of new urbanisation,economic development and water environment in the huaihe river economic belt are positively correlated in terms of spatial distribution,and there is an obvious clustering of spatial distribution;(4)The regression results show that the degree of openness to the outside world,the level of the economy,the investment rate,government intervention,scientific and technological input,demographic factors and the improvement of water use efficiency have a positive effect on the improvement of the coupling between new urbanisation,economic development and the water environment in the basin,while the industrial structure has a negative effect on the coupling.Industrial structure has a negative inhibiting effect on the degree of coupling.Based on the research and analysis,the following measures are proposed to improve the interconnection and coupled and coordinated development of new urbanisation,economic development and the water environment,and to promote urban development that can move towards a green,intelligent and humanistic path.First,the respective levels of new urbanisation,economic development and water environment should be improved.To focus on the sustainable development of sub-systems and coordinated development within the region,new urbanisation should be promoted and the construction of a high-quality huaihe river economic belt must aim to improve the state of the water environment and choose a sustainable development model to realise the positive development and virtuous cycle of the three systems.Secondly,the coupled and coordinated development of the three systems in the huaihe river economic belt should be promoted in four major areas: economic drive,resource concentration,technological progress and government governance.Third,the synergy of the three regions should be brought into play to deepen cooperation between regions and cities,expand the internal and external circulation of the river basin economy,rationalise the allocation of resources in each region,accelerate the flow of various factors between cities,promote high-quality economic development and enhance water and environmental management.
