Study On Collaborative Governance Behavior And Performance Of Urban Air Pollution Core Stakeholders

With the in-depth implementation of Xi Jinping Thought on Ecological Civilization and the implementation of new development concepts,the serious situation of urban air pollution in China has been effectively curbed.However,in the face of economic and social development,the consumption of energy and resources continues to increase.Under the "3060" dual carbon background,urban air pollution is still a serious problem that restricts the sustainable development of cities and seriously affects the ecological environment and human health.It has become a huge problem plaguing the sustainable development of economy and society.The theory of collaborative governance has a very high degree of fit with urban air pollution control,and collaborative governance becomes an effective way to solve urban air pollution.However,there are still many problems in the practice of collaborative air pollution governance,such as the formation mechanism of collaborative governance behavior is not yet clear,and the realization path of collaborative governance performance still needs to be explored in depth.Based on this,this thesis uses the theory of collaborative governance as the basis,through the identification of core stakeholders in collaborative governance of air pollution,constructing the formation mechanism model of collaborative governance behavior of core stakeholders,the evolutionary game model of collaborative governance behavior and the path model of collaborative governance performance,the formation,evolution and performance realization of collaborative governance behavior of core stakeholders of urban air pollution are discussed.Research from the perspective of core stakeholders is more conducive to discovering the formation mechanism of collaborative urban air pollution governance behavior and the path to achieve collaborative governance performance,which has important theoretical and practical significance for promoting collaborative urban air pollution governance.The main contents of this thesis are as follows.First of all,the thesis defines and analyzes the related concepts and basic theories of collaborative governance behavior and performance research of urban air pollution core stakeholders,according to the logical relationship of "subject analysis-behavior formation-behavior evolution-governance performance",the research content framework of collaborative governance behavior and performance of core stakeholders of urban air pollution is constructed.The internal logical relationship in the content of this study is given,which lays a foundation for theoretical and empirical analysis for the subsequent research.Secondly,the thesis analyzes the collaborative governance structure of the core stakeholders of urban air pollution,including the composition of core stakeholders,role functions and participation in collaborative governance motivation.In the analysis of the composition of core stakeholders,a three-dimensional identification model of core stakeholders in collaborative governance of urban air pollution is constructed,and the core stakeholders are identified.The role functions of core stakeholders in the collaborative governance process and the dynamics of participation in collaborative governance were analyzed based on the three-dimensional identification.The purpose of this thesis is to lay a foundation for the analysis of collaborative governance behavior of core stakeholders.Thirdly,in the research on the formation mechanism of collaborative governance behavior,this thesis constructs the formation mechanism model of collaborative governance behavior based on the research framework of "perception-ability-relationship-behavior",and deeply explores the influence of value perception,collaborative governance competence and relationship quality on collaborative governance behavior,the mediating role of collaborative governance competence,relationship quality and both on the relationship between value perception and collaborative governance behavior,and proposes the mechanism of the formation of collaborative governance behavior of urban air pollution core stakeholders based on the role of value perception on collaborative governance behavior.Fourthly,the thesis constructs the evolutionary game model of collaborative governance behavior of core stakeholders.According to the formation mechanism of collaborative governance behavior,the three-party evolutionary game model is used to analyze the evolution trend of government,enterprise and public under different level parameters of influence factors such as value perception,collaborative governance ability and relationship quality,and the dynamic evolutionary paths of collaborative governance behavior in the primary,improvement and ideal stages of governance are simulated and analyzed.Fifthly,on the basis of the research on the collaborative governance behavior of the core stakeholders in urban air pollution,this thesis constructs the realization path model of collaborative governance performance,and deeply discusses the promoting effect of collaborative governance behavior and green technology innovation on collaborative governance performance.The intermediary role of green technology innovation in the relationship between collaborative governance behavior and collaborative governance performance,and the regulatory role of environmental regulation on collaborative governance behavior and green technology innovation on collaborative governance performance,and put forward the path to achieve collaborative governance performance.Finally,the thesis proposes countermeasures to promote collaborative urban air pollution governance.Based on the research results,countermeasures for collaborative urban air pollution governance are proposed in terms of value perception of collaborative governance,collaborative governance competence,relationship quality,green technology innovation and environmental regulation.
