In recent years,the Chinese government has paid more and more attention to the problem of air pollution,and the public's call for air pollution control has become stronger.Government departments have issued a series of air pollution prevention and control policies and put them into practice,which has reversed the deterioration of air pollution to a certain extent with showing a positive trend.However,due to the regional and external characteristics of air pollution,governance based on the principle of territoriality of administrative divisions cannot substantially solve the problem of regional air pollution.As a result,regional collaborative air pollution control models emerged accordingly.There are many subjects involved in the cooperative governance of air pollution,and the inter-subject interest relationships are complicated,and it is easy to intensify the conflicts of interest,so that the cooperative governance of air pollution falls into a collective action dilemma.Interest is the primary driving factor for collaborative air pollution control.Only by balancing the interests among stakeholders can the optimization of collaborative management of atmospheric pollution be fundamentally promoted and the normalization of collaborative management of atmospheric pollution be achieved.Based on public product theory,collaborative governance theory and stakeholder theory,this research is devoted to clarifying the collaborative governance system of atmospheric pollution.Explaining the framework for collaborative governance of air pollution,it is revealed that the motive for participating in the collaborative governance of atmospheric pollution stems from profit-driven.With the help of Mitchell score-based approach,the stakeholders involved in the collaborative management of air pollution can be clarified,and it is found that in the process of air pollution prevention,each subject has their own needs,even very different.This difference is likely to intensify the conflicts of interest among stakeholders,hinder the collaborative management of air pollution,and achieve the "cooperative" state toughly.Therefore,it is necessary to dig deeper into the root cause of intensifying the conflict of interests,and lay the foundation for achieving a balance of interests and promoting collaborative governance of atmospheric pollution.Finally,the optimization path is proposed from the perspective of stakeholders:give full play to the leading role of the government and build a normalized mechanism for collaborative air pollution control;implement and strengthen the environmental responsibility of enterprises,create a balanced mechanism of economic development and environmental governance;comprehensively enhance public awareness of environmental protection,and promote the construction of a democratic legal system with public participation.
