Research On High-quality Development Ofguangxi Mining Economy

Mineral resources are the basis of development and the key to production,and the protection and rational development and utilization of mineral resources are related to the overall situation of national modernization.Mineral resources are an important part of the modern economic system and an important link in the national industrial chain and supply chain.The Fourteenth Five-Year Plan and the Outline of Vision 2035 clearly state that the modernization of the industrial chain supply chain should be enhanced.Maintaining the security of the supply chain of the mineral resources industry chain is a guarantee for the implementation of the "strong manufacturing country" strategy,a key way to promote the high-quality development of the real economy,especially the manufacturing industry,and an important embodiment of the overall national security concept.As a global manufacturing center,ensuring that the supply chain of mineral resources industry chain is independent and controllable is the key to the smooth flow of the economic cycle of a large country and the key to improving the core competitiveness of China’s manufacturing industry.However,there are still mismatched,uncoordinated and unsmooth links between China’s mineral resources industry and the high-quality development system,and the development and utilization of mineral resources do not meet the requirements of the high-quality development of the national economy.Therefore,based on the core issue of high-quality development of mining economy,the article selects Guangxi mining economy as a typical case from three dimensions: coordinated development of mining economy and regional economy,coordinated development of mineral resources development and ecological environment,and measurement of high-quality development system of high mining economy,deeply analyzes the economic,social and environmental challenges and problems faced in the development of local mining economy,and figures out the local mining economy Based on the characteristic mineral resources endowment and mining economy foundation of Guangxi,we construct the path of high-quality development of mining economy in Guangxi from three levels: development of regional characteristic mining economy,coordinated development of mineral resources and environmental protection,and construction of differentiated policy system of mineral development.The article mainly focuses on the following points to carry out the research work.First,we review the history of research on the high-quality development of mining economy.Promoting high-quality development is a major decision to adapt to the changes in the main contradictions of society and the goals of the new development stage,of which the high-quality development of mining economy is an important part.High-quality development of mining economy is a high degree of unification of mineral resources development with economic and social systems and ecological and environmental systems,and is based on the traditional research on the relationship between mineral resources development and regional economic growth,research on the coordinated development of mineral resources development and ecological environment,and research on the social welfare of mineral resources development,etc.,and adopts the research ideas of system theory and holistic view of economic,social,environmental,geological and other elements The high degree of integration.Secondly,it forms a systematic analysis and summary of the development of mining economy in Guangxi.The article sorts out the spatial and temporal distribution of mineral resources endowment in Guangxi,and focuses on analyzing the development of Guangxi mining economy system and analyzing several key mining economy industrial clusters.At the same time,the article reviews the development history of Guangxi mining economy and basically grasps the pulse of Guangxi mining economy development.On this basis,the article summarizes the main challenges facing the high-quality development of mining economy in Guangxi in view of the current situation of the development of mining economy in Guangxi and synthesizes relevant policy documents and theoretical articles,including: the pattern of mineral resources development needs to be optimized;resource utilization efficiency and added value still need to be improved;mining regulatory mechanism and management order need to be reformed;green mining development still has room for progress,etc.This shows that there is great potential and challenges for the high-quality development of Guangxi’s mining economy.Thirdly,the economic-social effects of mineral resources development in Guangxi are analyzed.Mining economy plays an important role in the local economic system,but limited by the availability of data and information,the spatial scale of a large number of studies on the relationship between mineral resources development and regional economic and social development is concentrated at the national and sub-national levels.This limitation of the spatial scale of research has obscured some links between mineral resource endowments and regional economic and social development.Based on this,the article relies on mineral resource mining rights data to narrow the research scale to the county level.The article combines mining land data with normalized vegetation index data to assess the development of mineral resources at the county level by analyzing the changes in the vegetation index of mining land,so as to solve the problem of missing data on the development and utilization of mineral resources at the county level.The results show that mineral resources development significantly promotes the economic development of counties,and this positive effect is especially significant in poor counties,autonomous counties of ethnic minorities and mountainous areas,which are lagging behind in economic development.This indicates that mineral resource development in Guangxi has contributed to regional economic development.Fourth,the ecological and environmental problems that accompany mineral resource development are studied.Based on the granularity data at the mine level and relying on the characteristics of mineral resources development,the article constructs an assessment system for the ecological threat degree of mine mining from the geospatial perspective,and quantifies the ecological threat degree of mines in the whole region of Guangxi from the perspective of mines on the basis of comprehensive opinions of experts in various fields.On this basis,the article summarizes and analyzes the spatial and temporal distribution characteristics of ecological threats generated in the development of mineral resources in Guangxi,and analyzes the influence of each element on the degree of mine threats from four dimensions: economic,social,environmental and geological.The results show that the ecological barrier area in Guangxi’s west,the ecological function area in northeast Guizhou and the ecological protection zone in 100,000 mountains are the most threatened in the development of mineral resources.However,analyzing the spatial and temporal evolution trends,the ecological threat of mineral resources development has a certain trend of shrinking,and the threat degree as a whole shows a spatial clustering trend.In addition,the results of the multi-scale spatial geographic weighting model show that the ecological elements have the greatest influence on the ecological threat degree of mineral development,followed by environmental regulation and industrial elements,and the geological elements have the least influence.Fifthly,the measurement system of the high quality development level of mining economy in Guangxi is constructed,and the evolution trend of the high quality development level of mining economy in Guangxi is analyzed.Starting from the connotation of high-quality development,the article takes the green total factor productivity(GTFP)of mining industry as the measure of high-quality development of mining economy.By constructing the DEA-Malmquist index model,it is innovatively applied to the field of high-quality development measurement in Guangxi cities and resource areas,and the GTFP and its decomposition terms of 14 prefecture-level cities and resource areas in Guangxi are measured from 2009 to 2018.On the basis of the measurement of the level of high-quality development of mining economy,the level of high-quality de怩????俋疗???偻汦?????躱????ties and resource areas is interpreted to explore its spatial and temporal divergence characteristics and dynamic evolution law.The results show that the GTFP of mining economy in Guangxi shows a fluctuating upward trend in general.The annual average growth rate of GTFP of mining industry in Guangxi from 2009 to 2018 is 7.5%.However,the level of high-quality development of mining economy in Guangxi varies among regions,with an overall performance of west > east > central.Among them,the growth rate of the resource area of Xijiang River is faster,and the resource area of northeast Guizhou transforms into negative growth.This shows that the level of high-quality development of mining economy in Guangxi needs to be further improved.On the basis of the above research,the article summarizes and refines the achievements and problems in the process of high-quality development of mining economy in Guangxi,and puts forward relevant policy suggestions from three aspects according to the characteristics of mining economy development in Guangxi.The first is to explore the development path of mining economy with regional characteristics,which needs to be based on local economic planning,and on the basis of full consideration of socio-economic factors,it is necessary to highlight the precision,specialty and specialization of mining economy and form the characteristics of regional mining economy.The second is to explore the establishment of ecological compensation mechanism for mineral resources,establish an environmental impact assessment system for mineral resource development,explore the total environmental damage control of mines,quota trading system,carry out pilot quotas for environmental damage to mineral resources in some areas,and pilot the ecological compensation mechanism for mineral resources in national ecologically fragile areas.Finally,a differentiated mineral development policy system should be constructed,and the mineral resource development policy should match the life cycle of mineral resource development,the mineral resource management policy should match the industrial development plan of mining economy,and the mineral resource management mechanism should promote the deep integration of "Economy-Society-Environment".
