Study On The Coordinated Development Of Economy-Society-Environment In The Demonstration Zone Of Undertaking Industrial Transfer In Wanjiang Urban Belt

Industrial transfer is an effective way to optimize the spatial distribution of productive forces and promote the level of regional coordinated development.However,industrial transfer will inevitably bring different environmental effects to the undertaking regions while promoting the economic growth of the undertaking regions.In order to further guide the central and western regions to undertake industrial transfer in an orderly manner,the State Council issued the guiding opinions on industrial transfer in central and western regions(No.28 Document in 2010 of State Council),pointing out that the central and western regions to undertake industrial transfer should strengthen resource conservation and environmental protection,and promote coordinated development of economy,society and environment.With the construction of ecological civilization incorporated into the five-in-one overall arrangement for the cause of socialism with Chinese characteristics,it is the only way for the central and western regions to implement the concept of coordinated development of economic,social and environmental for undertaking industrial transfer.The demonstration zone of undertaking industrial transfer in Wanjiang urban belt(hereinafter referred to as Wanjiang urban belt)is the first national demonstration zone of undertaking industrial transfer in central and western in China,it is of great significance to carry out systematic research on the coordinated development of economy,society and environment for promoting the level of the sustainable development of undertaking industrial transfer in central and western in China.Taking the coordinated development of economy,society and environment of Wanjiang urban belt as the research object,and using the industrial transfer theory,coordinated development theory and ecological civilization construction theory,entropy method,coupled coordinated development model and grey incidence analysis model,this paper analyzed the current situation of economic,social and environmental development of Wanjiang urban belt,calculated the development index of economic subsystem,social subsystem,environmental subsystem and their coordinated development degree.and analyzed the driving mechanism of the coordinated development of the economic,social and environmental systems in Wanjiang urban belt.On the basis of the above work,some suggestion for promote the level of coordinated development of economy,society and environment in Wanjiang urban belt were put forward.The main results are as follows:(1)Using entropy method to determine the index weight,this paper empirically analyzed the temporal and spatial characteristics of the development of economic,social and environmental subsystems in Wanjiang urban belt.From 2011 to 2018,the development index of each subsystem in the overall level of Wanjiang urban belt showed an increasing trend,ranking by size as follows:environmental subsystem>economic subsystem>social subsystem,by the average annual growth rate as:social subsystem>economic subsystem>environmental subsystem.From the 9 individual cities under the jurisdiction of Wanjiang urban belt,the development index of economic,social and environmental subsystems of each city also showed an upward trend,but the inter-city difference showed a narrowing trend.Among them,the intercity difference of economic subsystem development index is the largest,the intercity difference of environmental subsystem development index is the smallest,and the intercity difference of social subsystem development index is only slightly higher than that of environmental subsystem development index.(2)Using the model of coupled coordinated development,this paper empirically analyzed the spatial and temporal characteristics of the coordinated development of economy-society-environment system in Wanjiang urban belt.From 2011 to 2018,the degree of coordinated development of economic,social and environmental systems in the overall level of the Wanjiang urban belt increased year by year,and the level of coordinated development moved from primary coordination to intermediate coordination.From the 9 individual cities under the jurisdiction of Wanjiang urban belt,the degree of coordinated development of economic,social and environmental systems in all cities showed an upward trend,and the inter-city differences showed a downward trend,and the average level of coordinated development of each city was raised by one level.By 2018,the coordinated development of economic,social and environmental systems in Hefei and Wuhu reached a good level of coordination,Chuzhou,Ma'anshan,Xuancheng,Tongling and Chizhou reached the intermediate level,and Lu'an and Anqing the primary level.(3)Using the grey incidence analysis model.this paper empirically analyzed the driving mechanism of the coordinated development of the economy-society-environment system in Wanjiang urban belt.From 2011 to 2018,in the coordinated development of economic,social and environmental systems under the overall level of Wanjiang urban belt,the degree of influence of the development of each subsystem on the coordinated development is ranked:environmental subsystem>-economic subsystem(?)social subsystem.In the environmental subsystem,the environmental state=environmental pressure>-environmental response,surface water quality,per capita industrial solid waste production and green coverage of constructed areas are the three most influential environmental indicators;In the economic subsystem,economic structure(?)developing quality>-economic benefits,proportion of foreign direct investment in GDP,the proportion of R&D expenditure in GDP,the proportion of tertiary industry in GDP are the three most influential economic indicators;In the social subsystem,public service(?)living standards(?)quality of life,urbanization rate of permanent population,per capita road mileage,number of hospital beds per 10000 people are three most influential social indicators.(4)Based on the current situation analysis,coordinated evaluation and driving mechanism research,this paper put forward countermeasures and suggestions to promote the coordinated development of economy-society-environment in Wanjiang urban belt from three aspects:adhering to the construction of ecological civilization,promoting high-quality development,strengthening resource management,fighting a tough battle against pollution,strengthening system construction and deepening the reform of environmental protection system and mechanism.
