| Subsequently to the concept of global sustainable development,green development has become a profound transformation in agricultural development for thousands of years in China.Green development is a new concept of agricultural development under the trend of a new regular economy and supply-side structural reforms,which is consistent with China’s ecological civilization construction strategy.As an emerging concept and policy direction,agricultural green development is worthy of research significantly from the academic and practical perspectives.At present,national agriculture is experiencing the promotion of green development,and the relationship between agricultural green development and ecological environment coercion of Major Agricultural Production Zone(MAPZ)has attracted the attention and attention of academic scholars and policymakers.However,the study on the process of agricultural green development and its regional agricultural industry allocation response is still weak.MAPZ,as the critical region of national food security and food supply,undertakes the important task of promoting agricultural green development and national ecological civilization construction.Therefore,studying the spatial-temporal characteristics,influence mechanism,and seeking its industrial allocation response of agricultural green development meets the actual needs of the national ecological civilization strategy.Jilin Major Agricultural Production Zone(JMAPZ)is an essential part of the“seven districts and twenty-three belts” of the agricultural industry belt,which has a crucial role in the supply of agricultural products,the rural prosperity,and agricultural modernization.Taking 26 county units in JMAPZ as the research area,based on the primary function zoning theory,sustainable development,multifunctional agriculture theory,industrial structure theory,and labor division theory,adopt the classic geographical research paradigm of “process-pattern-mechanism-response-regulation”,this study constructs an analysis framework for the response mechanism of agricultural green development and agricultural industry configuration,analyzes the spatial-temporal evolution characteristics,influence mechanism and its industrial allocation response of agricultural green development efficiency in JMAPZ from2005 to 2018,and proposes some policy suggestions for the of agricultural green development efficiency promotion.The specific main research results and conclusions of the study are as follows:(1)The green development of agriculture in the new era has new connotations and characteristics,and the influence of multiple actors such as the government,the market,and farmer organizations in the mechanism of green agricultural development cannot be ignored.(2)Taking agricultural diffused pollution and agricultural carbon emissions as an undesired output of agricultural green development,this paper has found that the average value of agricultural green development efficiency is lower than that does not consider undesirable environmental indicators,which overestimates the agricultural green development efficiency without the undesirable ecological indicators.The average value of agricultural green development efficiency is 0.8703,which continues to improve over time,which means there is still much room for improvement in JMAPZ from 2005 to 2018.In terms of efficiency decomposition,the average agricultural technical efficiency and agricultural scale efficiency also show a continuous upward trend.Also,the change of agricultural pure technical efficiency is the major reason change of agricultural green development efficiency.(3)In terms of convergence trend characteristics,the agricultural green development efficiency in JMAPZ exists an evident σ convergence and β convergence.The Theil index decomposition has shown that the regional differences of agricultural green development efficiency in the JMAPZ are not obvious.Specifically,in terms of county differences of different regions,the agricultural green development efficiency of the eastern region is the highest among the three areas,while the central region is the lowest.Moreover,the spatial distribution of agricultural green development efficiency status in JMAPZ has shown prominent “core-periphery” characteristics.The effective status distribution area of agricultural green development efficiency presented a stable “C-shaped” distribution zone.(4)Moreover,there is obvious positive spatial correlation in agricultural green development efficiency.The agricultural green development efficiency is affected by many factors.Specifically,the agricultural production structure and the proportion of male employees in rural areas have a significant positive effect on the agricultural green development efficiency.In contrast,the industrialization level,the urbanization level,the expenditures proportion of agricultural-forestry-water,the agricultural technicians,and the agricultural machinery density have a significant adverse effect on the agricultural green development efficiency.The agricultural production structure strongly elevates the agricultural green development efficiency,while the industrialization level is the main factor hindering agricultural development green efficiency improvement.(5)The response relationship between allocation scalestructure and factor allocation-substitution is complex for agricultural green development.From the perspective of agricultural industry allocation scale-structure,there is a dynamic dependence on agricultural scale,agricultural specialization and the improvement of agricultural green development efficiency.The mutual promotion of agricultural specialization levels is still insufficient,and a "win-win" relationship of "mutual benefit" has not yet been formed.The green development of agriculture has a positive "reverse force" on agricultural scale and agricultural specialization.From the perspective of the substitution of agricultural industry configuration factors,agricultural mechanization and agricultural labor have a single threshold characteristic effect on the efficiency of agricultural green development.(6)To ensure the improvement of agricultural green development efficiency and the mutual drive between agricultural industry allocation and agricultural green development,JMAPZ governments should further focus on agricultural clean production,strengthen the efficient use of economical resources,build an agricultural science and technology innovation system,deepen agricultural policy reform,give play to agricultural comparative advantages,and improve the green level of agricultural products.In response to the agricultural green development,paths such as agricultural industry spatial reconstruction,crop structure reconstruction,agricultural industrial chain reconstruction,farmer organization reconstruction,and agricultural element reconstruction are proposed.The innovations of this study are mainly manifested in the following aspects:(1)This study constructs the analysis framework for the impact mechanism of agricultural green development from the perspective of the government,the market,farmers’ organizations,which is used to guide the research on the analyze of influencing factors of agricultural green development efficiency.And this develops the basic theory of agricultural green development mechanism.(2)This study constructs the analysis framework for the relationship between agricultural green development and agricultural industry allocation response,expanding the empirical scope of research on agricultural green development and agricultural industry allocation response.(3)This study found that regional agricultural production structure and industrialization development level are the key factors of “centerperiphery” spatial distribution pattern.Thus,dialectically and systematically understanding the response relationship between agricultural green development and the agricultural industries allocation is the scientific way to understand the regional differences of agricultural green development.(4)This study clears the regulated goals,principles,and models of agricultural green development and proposes the regulated paths for agricultural green development. |
