| In recent years,China’s pollution control has achieved remarkable results,and the ambient air quality has improved significantly.Nevertheless,the situation of air pollu-tion is still grim.Emissions of pollutants such as SO2,NOx and PM are still at a high level of 10 million tons,far exceeding the self-purification capacity of the atmos-phere.The sources and formation of air pollution are becoming more complicated,and the space for emission reduction that can be exploited by traditional control measures is narrowing,as well as new pollution problems.It is the strategic demand of pollution prevention and control to explore a path that can promote both the economic develop-ment of industry and the fundamental improvement of environmental quality.Taking performance evaluation as the starting point,taking"economic-environmental"com-prehensive benefits into consideration,taking pollutant emission as a special input cost of enterprise production,and finding space for emission reduction accurately from re-gions,industries and enterprises where environmental cost and economic benefits do not match,may provide a way to explore this path.However,"what kind of perfor-mance evaluation method should be established"and"how to apply it to the prevention and control of air pollution"have not yet been systematically answered.To this end,this study puts forward a set of systematic performance evaluation techniques.Taking the basic connotation of"high quality and green development""low input,high output and less pollution"as the target,the evaluation standards are deter-mined to guide the construction of industrial performance evaluation methods.Consid-ering the principles of relevance,comprehensiveness,universality and data availability,the index system is constructed by selecting"fixed asset investment,energy consump-tion,employment number,industrial output value,pollutant discharge"and other indi-cators that represent the economic and environmental benefits of industrial enter-prises.Performance evaluation under this standard is essentially"production efficiency(input-output efficiency)evaluation"under the comprehensive consideration of eco-nomic benefits and environmental benefits.In this paper,under the framework of Data Envelopment Analysis(DEA),which is the mainstream production efficiency evalua-tion model,we choose index condensation to integrate subjective preference on the basis of objective weighting model.Construct"subject-objective"combination weighting evaluation method.The"performance evaluation method of portfolio weighting based on production efficiency"is established.In view of the application requirements of performance evaluation at different lev-els of"region,industry and enterprise",this study proposes an optimal resource alloca-tion method under the constraints of"total amount,efficiency and environment"and a diagnosis method for air pollution problems of typical industrial enterprises.The for-mer can be used to provide reference for precise control of industrial pollution in me-dium-and long-term industrial structure adjustment and short-term emergency man-agement and control,and seek to improve the overall utilization efficiency of resources and maximize expected output.The latter can be used to diagnose specific problems existing in industrial enterprises and production processes.On this basis,this paper takes examples that the industrial performance evaluation of all industries and provinces and the optimal allocation of resources in all provinces During the 13th Five-Year Plan period,the heavy pollution weather emergency emis-sion reduction share allocation in Tianjin and diagnosis of air pollution in steel and electric power enterprises in Tianjin,to carry out application research in different levels of"region,industry and enterprise",and discusses the feasibility and shortcomings of performance evaluation method,providing scientific basis for the application of per-formance evaluation technology method in air pollution prevention and control. |
