| Performance evaluation of watershed management has been the focus and difficulty of water environmental management and rational use of environmental performance is a watershed model refinement,reflecting the scientific management.Currently,the rivers and lakes of conservation projects are focused on sources of pre-management(EIA,three simultaneous acceptance)and post-supervision and law enforcement(emissions standards),the choice of pollution control technologies lack the necessary and sufficient guidance.Similarly,water pollution control and ecological restoration technology,due to the implementation of these projects rarely been carried out projects related to performance evaluation,wasting a lot of manpower,material and financial resources.Therefore,to enhance the performance evaluation of project implementation,to achieve lake ecological protection is particularly important.In this paper,Dianchi "Eleventh Five-Year","five" planning project for the study,based on input-output mathematical economic analysis of the classical method-data envelopment analysis(DEA),Dianchi Lake Basin "Eleventh Five " " Performance five " plan to evaluate the project,summarize experience Dianchi Lake,analyze problems,propose safeguards to ensure the realization of the next planning goals.Dianchi Lake is the jewel in the Yunnan-Guizhou Plateau,With the expansion of economic development and urban scale,ecological pressures aggravated Dianchi Lake Basin,water contamination,severe eutrophication of lakes,the 70 s are Class Ⅲ water quality of Dianchi Lake,in the early 1980 s gradually Water pollution,to the 1990 s will quickly deteriorate.Dianchi Lake is facing a shortage of water pollution and water double dilemma.CPC Central Committee and the State Council attached great importance to the work of Dianchi Lake,the "three rivers and three lakes" listed as one of the key governance."95",Dianchi four consecutive five-year plan have been incorporated into the national key watershed management planning.As the water pollution control management and investment of Dianchi Lake Basin increased year by year,especially the "Eleventh Five-Year" and "Twelfth Five-Year" period,Yunnan Province,Kunming Dianchi Lake as the construction of ecological civilization focal point of further comprehensively promote the Dianchi Lake water pollution control work.In this paper,Dianchi Lake Basin water environment given descriptive analysis and elaborate theoretical description is applied to the paper,describing the current situation in Dianchi Lake Basin water environment,the empirical analysis of the application in Dianchi Lake basin,using DEA model Dianchi "Eleventh Five-Year","five" planning project performance evaluation.Water pollution control projects undertaken Basin Project aims to review and summarize the performance evaluation results obtained Dianchi pollution prevention,comprehensive and objective evaluation of the effect of the implementation of the project planning and environmental benefits,summarize results achieved in planning and implementation,problems and analyze its causes,proposed plan for the future direction and focus of the planning and implementation of the proposed adjustments.For analysis,on how to further improve the Dianchi Lake Basin Water Environmental Governance give appropriate advice.As an earlier national project of water pollution protection,The Dianchi Lake Environment Management works well on the aspect of reducing the concentration of water pollutants.By the means of Data Envelopment Analysis Model,the general and the average performance on managing Dianchi Lake from 2007 to 2014 are relatively low,the scale efficiency is also not excellent,but pure technical efficiency is much higher.In addition,the general efficiency of water environment performance,pure technical efficiency and the scale efficiency in different control units are quite positive.There is also no obvious difference in the input and output efficiency in each unit.On account of the DEA model,which is able to effectively evaluate environmental performance,the relevant evaluation results conform to the actual situation and reveal the problems to some extent.Although the public pays a great attention to the pollution treatment of Dianchi Lake and approves of its present achievement,the public satisfaction is not high.The major reason is exposed by most interviewees that there is still a huge distance between the actual water situation and the expectation of Dianchi Lake.Therefore further actions of treating the water pollution should be greanly promoted. |
