Scientific and democratic government decision-making is an important task of China's socialist democratic politics construction,and also is an objective requirement of the modernization of governmental management and the strengthening government constructions itself.The scientific and democratic decisions cannot be realized without the professional Decision-making consulting institutions and the citizen participation in the public policy.Decision-making consultation institutes serve as a bridge between knowledge and public policy and between the government and the public,it not only undertakes the production of policy ideas and the providing of policy decision,Simultaneously also gives itself the mission of spreading policy knowledge and improving the policy qualities of citizens.Education policy is an important link in promoting socialist democracy,is one of the basic goal of government decision-making consultation agencies professionalism.Policy education is the significant process of developing socialist democracy,which is also one of the basic goals to make the government decision-making consultation institutions more professional.The policy education function of the Government Decision-making Consultation Institutes is mainly manifested in two aspects:Firstly,it can be helpful for the spreading of the policy knowledge,enhance the policy knowledge synthetical quality of the whole nations,increase the understanding and awareness of the policy science,improve the use of policy science knowledge to solve practical problems as well as the ability to participate in public affairs,is also an effective method for fostering the policy innovation talents and speeding up the applying of policy scientific achievements to practice;Secondly,it can provide a platform for citizen participation in policy making,promote the cooperation of the citizens in policy making,and be also conducive to the establishment of the scientific and democratic decision-making mechanism.Government decision-making consultation institutes can attract public participation in policy-making dialogue by developing the policy education activities with various forms,and give feedback of the public opinion to the decision-makers of public policies,to make a more scientific and democratic public policy.However,for a long time,policy education as a new social education phenomenon is ignored both in the fields of social education research and public policy analysis study,domestic studies and researches related to the policy education is very rare,and it is not equal with the policy education research production demand of China's current economic and social developments.The thesis attempts to analyze the current problems and the reasons in performing their policy education functions of the Government decision-making consultation institutes by grasping and sorting out the performing realistic situation of the policy education function of the Government decision-making consultation institutes,and on these basis to explore the optimization measures in the policy education function performing of the Government decision-making consultation institutes.The thesis is consisted of two parts:introduction and body.Firstly,the introduction briefly summarizes and comments the research background,research significance and relevant researches,and illustrates the research methods,analyzing frames,content structure and innovative intention.Then the body is divided into five sections,comprehensively and thoroughly expounding the current situation of the policy education function performing of the Government decision-making consultation institutes.The first part identifies the related notions and summarizes and comments the related basic theory briefly;The second part mainly analyzes the values of the policy education function of Government decision-making consultation institutes;The third part is the empirical researches on the current situation of the policy education function performing of Government decision-making consultation institutes,Through the quantitative analysis of the questionnaire,in order to grasp overall situation of the policy education function performing of Government decision-making consultation institutes,and based on this foundation,analyzing the influencing factors in the policy education function performing of Government decision-making consultation institutes,aims to find the crux of the current existing problem;The fourth part through an analytic approach of extensive international comparison,to looking for the enlightenments of the policy education function performing of foreign decision-making consultation institutes;The fifth part is based on the above analysis,attempts to put forward the optimization measures that coping with the problems which the Government decision-making consultation institutes faced in the performing of policy education function.The highlight innovation of this paper can be embodied in the selected topic.Currently,the domestic research on the policy education function of the Government Decision-making Consultation Institutes is scarce.The paper adopts the combination of quantitative and qualitative methods,carried on an exploratory study to the policy education function of the Government Decision-making Consultation Institutes.Hopefully,this article can attach more people paying attention to the policy education function of the Government Decision-making Consultation Institutes and study more about it,and promote the full play of the policy education function of the Government Decision-making Consultation Institutes.
