At present,with the general rise of the working economy and the rapid advancement of urbanization,the outflow of rural population has become the basic characteristics and inevitable trend of the vast traditional rural areas in China.In addition,the long-term lag of grassland social land management capacity,one home,multiple houses,area Excessive standards,idle housing sites,and excessive occupation of cultivated land have become prominent and common economic and social problems in most villages in traditional agricultural areas.The issue of idleness and its governance around the homestead has led to extensive discussions among the community,including academics and policy departments.From the perspective of property rights,scholars of property rights scholars believe that the property attributes of rural homesteads have not been effectively activated.The emergence of the problem of idleness of the base is mainly due to the lack of configuration of the property rights system of the homestead,which has caused serious problems of extensive and inefficient use of rural land and even waste of resources.Based on this,they advocate market-oriented as the basic orientation.The reform of the rural house site system,and hope to achieve multiple policy objectives such as optimal allocation of homestead resources,increase of rural family property income,narrowing income gap between urban and rural residents,and urban-rural integration development;this is in contrast to the perspective of security rights.In some studies,they believe that the property attributes of traditional farmland homesteads are naturally weak,the social security attributes of residence are prominent,and the current problem of idle housing sites in rural areas belongs information through anthropological field research methods and qualitative research methods such as semi-structured interviews,supplemented by rich and fresh survey reports of various authoritative media such as China Land.Documentary report,with the theory of public goods,self-governance theory and institutional supply theory as the theoretical resources,and based on this,based on the "expected cost","expected income","reform risk","problem matching degree" The analysis framework of the basic dimensions,and then the interpretative multi-case comparative analysis method,respectively,the experience of the idle problem of the traditional farmland residential sites represented by Anhui Jinzhai,Hubei Yicheng and Jiangxi Yujiang as the typical representative,and combing and refining.Through analysis,the study draws the following conclusions:1.Before the state has yet to establish a basic and stable social security system including residential social security for the majority of traditional rural farmers,the social security attributes of rural residential land will not be divested,and the residential security function will be prominent.It is difficult to replace in a short time.2.At present,the types of idle problems in the traditional rural areas are complex and diverse.There are three main types: one is because the housing estates generated by the rural outdoor workers are idle due to the working economy,and the second is in rapid urbanization.In the background,the housing estates generated by the vast number of rural families entering the city to buy houses are idle;the third category is the idleness of the homestead caused by the “new construction and no old demolition”derived from the long-term lag of land management capacity.In view of the fragility of the peasant family's livelihood model,the gradual nature of peasants entering the city,and the complexity of rural land management,the author classifies the first two categories as “rationality idleness” and the third category as “irrationality idleness”..The unreasonable type of homestead idleness and its derivative problems are the pain points that the majority of cadres and masses in the traditional agricultural areas are generally concerned about.3.Based on the “expected cost”,“expected benefit”,“reform risk” and “problem matching degree”,the multi-case analysis shows that the core of Jinzhai's experience lies in “increasing or decreasing the hook”,which is essentially based on land indicators.The cross-regional transfer payment from the value-added income ofspecific cities is called the administrative regulation type of housing reform mode.The expected cost is high,and it is difficult to expand to most ordinary villages.The problem is poorly matched.The core of the Yicheng sample is “ The separation of the three powers,trying to activate the idle farmhouse housing resources through the market mechanism,the author called the property rights re-modeling housing reform model,the expected cost and benefits are digested internally by the trading parties,but with the poor economic society of the traditional agricultural areas The cultural foundation is seriously mismatched;the core of the Yujiang model lies in the “hollow village remediation”,focusing on the pain point problem,making full use of the wisdom and methods of the masses,and achieving the overall governance of the idle problem of the housing site in a short period of time with low cost and high efficiency.The author calls it the self-governing home improvement model,which is expected to have low cost,high expected returns,recognized by the masses,and the risk of reform is sound.Control.4.The Yujiang home improvement model is more suitable for the majority of traditional agricultural areas.Compared with the high-cost Jinzhai experience and the low-effective Yicheng sample,the Yujiang home improvement model is expected to have low cost,high expected return,and low reform risk.The key is to have a high degree of problem matching,so it is more in line with the current economic capacity of traditional rural areas.The general reality of weak but strong demand for governance is more in line with the general needs of the vast majority of farmers in the traditional rural areas.In other words,the Yujiang home improvement model is more applicable to the general situation of the idleness of the majority of villages in the traditional rural areas,and the Yujiang home improvement based on the wisdom and methods of mass work is easier to achieve low cost and high in other areas.Effectively replicated and promoted.Based on this,regarding the current idle problem of traditional farmland housing sites,we must classify and manage: the housing estates generated by the labor economy and urbanization are idle,belonging to the existing households in the urban and rural industrial division system,and the peasants entering the city.The "rationality of idleness" produced by the gradual approach requires us to fully understand and respect this objective law,to maintain sufficient historical patience and strategic strength;and because rural areas,especially in the traditional rural areas of the central and western regions.This land management problem is urgently needed,including academic circles and policy departments.All sectors
