Research On Network Information Security Supervision System In China And The Relationship Between Subjects

Information security has become an important factor that affects the national securityin the information age security,whose linkages with other security elements are more and more closely.Ithas rised to a strategic position that directly affects the country's political,social stability,and overallorderly economic development,and it is also the country's overall cornerstone of security.Given the special nature of information technology itself,especially the unbounded characteristics of information and network,the information security issues have the fearuresof systematic,extensive coverage range,and high degree of importance.Information security is not just a technical issue,it is a management and control issue.Therefore,standing on a higher level,studying from the perspective of management,rather than purely technical perspective,it has great significance and value to conduct a comprehensive and systematic study of information security problems and then propose countermeasures.This dissertation introduces the current development of China's information security,focusing on the analysis of supervision achievements and challenges of China's current information security.Further by introducing the information security supervision experiences of developed countries,it analyzes the differences between Chinese and foreign information security supervision.Further,by introducing government supervision theory,this dissertationbuilds China's information security supervision framework,including information security supervision objectives,subject,content,methods and functions.Then it analyzes the operationprinciplesand ideas of information security supervision system on this basis,and introduces the three dimensionsand five levels of information security supervision system in details,and analyzes the functions and new ideas of information security supervision system deeply.On this basis,this dissertation builds a network model for the information security supervision platform,including network information collection,analysis,response module,in order to explore how to monitor and response network information security event,how to transfer from passive response to proactive research management,and how to make rational decisions,rather than emotional decisions.Then,based on the chanracteristics of information security supervision,this dissertation proposes a fuzzy comprehensive evaluation scheme of information security supervision effect combined AHP and entropy in order to reduce subjectivity during the evaluation process,so that the evaluation would be more reasonable and accurate.After that this dissertationdemonstrates the effectiveness of the programthrough case studies,which can provide a reference for the government to further enhance information security supervision work.Finally,this dissertationprovidesa series of effective policy recommendations for China's information security supervision authoritiesprimarily from the aspects of organization,management and technology.The innovations of this dissertationmainly include the following points.(1)This dissertation proposes to research information security from a multidisciplinary perspective.The study on the informationsecurity of this dissertationismainly from the perspective of information science,but also combines other relevant disciplines,including management,system theory,control theory,and thus forms a new field of study.This is the perspective of innovation.(2)This dissertationintegrates a systematic framework of information security supervision.On the analysis of the concept of information andinformation security,this dissertation analyzes the impact factors of information security,builds China's information security supervision system,analyzes its operating mechanism deeply,and then by drawingon the typical developed countries' information security supervision experience,it puts forward somepolicyrecommendations to the China's information security supervision.This is the theoretical innovation.(3)This dissertation builds an information security supervision model serveces the government.The research question of this dissertation is proposed in the theoretical research and practical work.It is not only the international academic research focus,but it is also related to the major theoretical and social practical issues of China's information security.Abandons the "proposal" formfloating on the surface with poor operability,this dissertationbuilds a modular,hierarchical,all-round,multi-angle,and workableinformation security supervision model which can service the government administration from the mechanismfindings andsimulationconclusions.This is a practice innovation.
