With the fast-growing number of scientific research personnel and scale of scientific research in higher education institutions worldwide, the demand for academic resources in these institutions has expanded rapidly. With their monopoly status, some large-scale academic publishers and distribution platforms for academic resources have been continuously raising the prices of academic resources, resulting in an ever-increasing supply and demand contradiction of academic resources in higher education institutions. The traditional methods of production and dissemination of academic resources in these institutions no longer suffice to meet the actual requirements. In this context, the open access movement has gradually emerged. The open access publishing model based on the concepts of openness, sharing, and free service advocated by the movement has gradually gained recognition and support from higher education institutions, scientific researchers, and governments worldwide. In recent years, with the in-depth development of the open access movement,an increasing number of libraries in these institutions are steadily integrating their academic resources and sharing them free of charge with their scientific researchers and the public.Based on the practice of the open access movement, the academia has also begun to construct a theoretical system and research framework for open access, which has led to considerable research achievements. However, there is presently a lack of comprehensive and systematic research, both domestic and international,on open access resource sharing in higher education institutions. In addition, the establishment of open access resource sharing programs in institutions worldwide is faced with various challenges, including low efficiency of resource utilization, dispersed efforts, and scientific researchers' relatively low willingness to share resources. Therefore,it is essential for the academic community to comprehensively and systematically examine open access resource sharing in higher education institutions, and provide helpful guidance for its establishment in these institutions. This paper comprehensively integrated important methods and tools, such as system dynamics, evolutionary game, and blockchain, combined with frontier theories, such as the theories of open science, complex science management, planned behavior, and self-assertiveness demands,to perform in-depth investigation and analysis of certain major issues on open access resource sharing in higher education institutions.Efforts were mainly focused on the following five aspects:1.The internal mechanism of open access resource sharing in higher education institutions was investigated.First, the definition, connotations, and characteristics of open access resource sharing in higher education institutions were specified. Then, the basic components of such open access resource sharing and their interrelations were introduced. Finally, system dynamics was adopted to construct the mechanism model of such open access resource sharing, and simulation analysis and sensitivity test on the model were conducted to further analyze the dynamic relationship and evolutionary patterns among various elements of open access resource sharing in higher education institutions.2.The factors influencing open access resource sharing in higher education institutions were examined.A model of the influencing factors was first established, and the corresponding research hypotheses were proposed. Then,a questionnaire was designed, distributed, and collected. The collected data were subject to reliability, validity, and correlation analyses.Thereafter,a structural equation model analysis was conducted, eventually validating all the research hypotheses of the model of the influencing factors.3.The performance of open access resource sharing in higher education institutions was evaluated.First,a system of performance evaluation indices was built. Then, the “double-first class” universities in China were used as subjects for empirical analysis to collect the corresponding index data. The analytic hierarchy process and entropy weight method were used to determine the weights of the indices and compute the comprehensive performance scores and corresponding rankings of the “double first-class” universities. Finally, the results were validated using complex network analysis, grey relational analysis, and correlation analysis.4.The operational mechanism of open access resource sharing in higher education institutions was examined. The evolutionary game theory was used to construct the model of the operation mechanism of open access resource sharing in higher education institutions, which was based on the tripartite game among the supervising party, resource creators, and resource distribution platforms of such resource sharing.A simulation analysis was conducted on the model.Based on the model analysis, this study then designed the trust, supervision, incentive, security, and coordination mechanisms of open access resource sharing in higher education institutions.5.The improvement strategies for open access resource sharing in higher education institutions were explored. This paper first summarized the challenges faced by the existing open access resource sharing programs in these institutions.Thereafter, the advantages of blockchain in improving such open access resource sharing were analyzed. Finally,a blockchain-based improvement strategy was analyzed thoroughly from four perspectives, including the resource publishing and trading models, incentive methods, trust and consensus mechanism, and security system.
