Research On The Supply Of Elderly Education Services In The New Era

With the rising tensions of aging in China,the problem of the elderly group has arose more concerns from social community.Under the influence of the idea of active aging and lifelong education,the demand of the elderly for educational services is increasingly extensive and strong.In order to protect the educational rights and interests of the elderly,promote the construction of lifelong education,develop the human capital of the elderly,meet their educational demands and maintain social harmony and stability,it is very important and imperative to actively build the elderly education service supply system.Under the guidance of life-long education theory,the right to education theory,human capital theory as well as public governance theory,this study comprehensively uses the literature research,questionnaire survey,expert interview and comparative research,closely focuses the question on "how to solve the contradiction between the growing personalized,diversified and optional education demand of the elderly and the supply of their education services so as to improve the supply level and quality of elderly education services,via theoretical research,this paper deconstructs the supply of education services for the elderly with the analysis framework of the four elements:the main body,content,mode and security mechanism,and the questionnaires were distributed to the whole country.A total of 2776 valid questionnaires from 23 provinces(autonomous regions and municipalities)were collected,and 100 elderly people and 25 experts and scholars engaged in the management and research of elderly education services were interviewed,which make empirical analysis on the current situation of the elderly education services supply in China,and scientifically diagnose and analyze the existing phenomena,problems and causes of the current supply of elderly education services.Basing on the above analysis,learning from the advanced ideas and excellent experience at home and abroad,under the guidance of supply side theory and public policy evaluation theory,this paper puts forward countermeasures and suggestions to improve the supply of elderly education services in the new era,and provides suggestions for the country to formulate the supply policy of elderly education services,so as to effectively solve the supply problem of elderly education services.This study mainly adopts the problem posing,problem analysis and problem solving as the analysis framework.The detailed research contents and chapters are as follows:Research questions are proposed initially which introduce research background,research origins,objectives and significances,pathways,content and methodology,as well as global literature review of elderly service provision at present with clear definitions on three core concepts:elderly education,elderly education service and provision.Meanwhile,essential thoughts,highlights and applications related with theories of education rights,lifelong education,human capital,supply-side are illustrated;current policies are analyzed;theoretical and political support to provision of elderly education service in China are explored.Then research questions are analyzed in which are the major part.Through the theoretical deconstruction of the provision of education services for the elderly,an analytical framework with four elements of the main content and guarantee mechanism of the provision of education services for the elderly as the core is formed.In addition,via the analysis of questionnaire data and the interview results,it is found that current elderly education service provision to show diversity in the main body has not yet formed;contradiction exists between supply and demand;supply way of the single and lack of supply guarantee mechanism all reflect vacancy,inadequacy,singularity;guarantee system is difficult to sustain such outstanding problems as running efficiently.Furthermore,the reasons count for these findings are as followings:main ideas have the potential to lag;service content between supply and demand tend to be imbalanced;implementation of diversified supply modes from government administration are absent;guarantee service system is imperfect and unfit.Problem-solving identifies last session.Due to increasingly prominent structural unbalance of supply and demand contradiction,elderly education should strive to promote the reform of supply side,innovation of its content and ways,promoting service quality and service level.Firstly,main multivariate elderly education service supply system is actively built,which means government should play a leading role,pay attention to guide society organization market organization as an individual important role.Secondly,the supply of education services should be improved with rich content that is demand-oriented to perfect basic needs,and supply-oriented to enrich content and enlarge products market.Thirdly,the government should encourage innovative ways to strengthen the elderly education service supply in the ways of increasing purchase services,mandating the third party to participate in the supply,using contract outsourcing to push the marketization,franchising the rational allocation of education resources,at the same time by supplementing volunteering in elderly education services,etc.Fourthly,a full range of elder education services are constructed,in which the key points refer to accelerating the abolition and reform of the policy of education service for the elderly,continuing to expand the investment in education service for the elderly,strengthening the number of elderly education teachers and improving the level of the establishment and improvement of multiple management services for the elderly education to ensure supply system.
